REQUEST: The USCG Aviation Logistics Center (ALC) Short Range Recovery (SRR) Product Line is seeking a firm-fixed price (FFP) repair Indefinite Delivery Requirements type contract with a (1) twelve-month Base Period and up to four (4) twelve-month Option Periods, if exercised. The USCG is conducting market research to seek sources that have the capability to repair the item below. Item Name: TCAS-1 Processor Part Number: 805-11900-001 OEM Cage Code: 25583, L3 Harris Aviation Products, Inc. RESPONSES: The Contractor shall be either a (1) Federal Aviation Administration (FAA) or (2) equivalent European Aviation Safety Agency (EASA) Part 145 Certified Repair Facility, Original Equipment Manufacturer (OEM), and/or (3) a USCG SRR Engineering approved repair facility for the component listed above. The Contractor must have access to required Component Maintenance Manuals (CMM), repair specifications, and/or test and acceptance criteria and any other required data to ensure all components are tested and repaired in accordance with (IAW) the OEM’s current specifications and procedures. Responses to this notice should include company name, address, telephone number, cage code, and point of contact (POC). Please respond to the following questions: Does your company maintain FAA or equivalent certifications for repair of component identified above? Is your company capable of performing testing/repairing for the item identified above? Does your company have the ability to obtain OEM replacement parts? Is your business a large or small business? If small, define your company’s socioeconomic classification.5. If your company is a small business, are you capable of performing at least 50% of the work, in order to comply with FAR Clause 52.219-14, specifically 52.219-14(c)(1), “At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.” Does the company send out work to subcontractor? If so, how much work and what type of work is subcontractor? Provide an estimate lead time for warranty consideration and routine maintenance. Where is your FAA Part 145 Certified Repair facility located? Provide any general comments, thoughts, and feedback your company would like to share regarding this Sources Sought Notice. Please be advised that the USCG will acknowledge receipt of the information received and may provide feedback to respondents with respect to the information submitted. After the review of the responses to this Sources Sought Notice, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the SAM.gov website. Responses to this Sources Sought Notice are not adequate responses to any future solicitation announcement. If the USCG proceeds with the acquisition, all interested offerors will have to respond to the solicitation once posted to SAM.gov. Responses to this Sources Sought Notice are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.
