This is a Sources Sought Notice. The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Medium Range Surveillance (MRS)/HC144 aircraft division has a requirement for production of Portable Flight Control Balance Fixtures. The technical data listed below will be provided for production of the Portable Flight Control Balance Fixtures: Attachment 1 - Statement of Work Attachment 2 – DHS Form 11000-6 ALC Drawing 100-7-74 In order to obtain a copy of ALC Drawing 100-7-74, interested parties must be registered in the Defense Logistics Agency’s (DLA) Joint Certification Program. More information on this certification can be found at https://www.dla.mil/Logistics-Operations/Services/JCP/. After ensuring registration, interested parties shall then complete DHS Form 11000-6, Sensitive but Unclassified Information Non-Disclosure Agreement. Both the DHS Form 11000-6 and a copy of registration in the DLA Joint Certification Program shall be provided to ALC-ESD-Graphics-GovLeads@uscg.mil. Please Cc the POCs identified in this notice when requesting a copy of ALC Drawing 100-7-74 and be sure to clearly state the sources sought notice id number (70Z03823IL0000006) in the subject line. Any DHS Form 11000-6 provided that is not completed in its entirety WILL NOT be accepted. Copies submitted WILL NOT be posted to SAM. While SOW section 3.c identifies the below materials being provided as Government Furnished Parts (GFP), the USCG is currently experiencing material sourcing issues for these items and may not have the capability to provide the GFP as stated. Vendors who are capable of providing this material should state as such in their response to this notice. Below are the materials called out in SOW section 3.c: LS 5000 Extruded T-Section (28 ft total needed) LS 5003 Y Type Bulb Channel (12 ft total needed) Responses should include the following: Name and address of contractor CAGE Code Point of contact including name, title, phone, and email address Rough Order of Magnitude (ROM) for production of Portable Flight Control Balance Fixtures Statement on capability to provide one or both of the materials identified above and if so, how much of either material can be provided Capability statement to include the lead time for parts identified and standard warranty included State whether the business is currently classified as Large, Small, Small Disadvantaged, 8(a), HubZone Small Business, Women Owned, Veteran Owned, Service Disabled Veteran Owned Small business in terms of the NAICS code 488190 GSA Contract information if applicable and other information that provides the Coast Guard with a more accurate picture of the potential marketplace for this requirement. The NAICS code is 336413 and the small business size standard is 1,250 employees. TELEPHONE RESPONSES WILL NOT BE ACCEPTED. Therefore, there will be no evaluation of responses to this Sources Sought Notice for award purposes. Respondents deemed fully qualified will be considered in any resulting future solicitation where quotes or proposals will be requested. There is no date set for a resulting solicitation or if a solicitation will be issued. All submitted materials will be designated for Government Use Only. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests.
