Description This is a sources sought only, not a solicitation announcement. This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract. The USCG is conducting market research to seek sources that can provide overhaul/reconditioning abilities to our fleet of aircraft refuelers. Background The U.S. Coast Guard (USCG) operates 3,000 and 5,000 gallon aircraft refuelers at our various Air Stations for refueling USCG aircraft. The USCG Air Stations have performed organic maintenance, preventive, and periodic scheduled inspections to continuously operate the refuelers. Due to our Air Station's limited repair facilities and capabilities to complete a thorough evaluation and effect major repairs to the refuelers, the USCG requires a mid-life overhaul maintenance cycle. The USCG requires the continuing qualification of the aircraft refuelers beyond the organic capability of our Air Stations maintenance and periodic inspections/testing, performed by the Air Stations, to ensure the life expectancy of the end item is achieved or surpassed. Please see “Attachment 1 – Statement of Work” for further information. Responses Responses to this notice should include company name, address, telephone number, and point of contact (POC). Please respond to the following questions: Describe your companies' services in relation to heavy vehicle overhaul/reconditioning. Describe your companies' services in relation to aircraft refueler overhaul/reconditioning. What is your definition of overhaul/reconditioning of an aircraft refueler? To what level does your company expect the refuelers be disassembled for rework during the reconditioning process? What are your abilities to overhaul, recondition, or replace the refuelers drivetrain system to include the engine and/or transmission? Can your company overhaul, recondition, repair, and/or replace the refuelers fuel delivery and recovery systems? Can your company overhaul, recondition, repair, and/or replace an aircraft refuelers safety monitoring systems, product plumbing, brake interlock systems, and product tracking systems. Does your company follow FAR 52.211-5 to meet the definition of "reconditioned". Describe what changes you would need to make in your current procedures to meet the FAR 52.211-5 definition of "reconditioned". Does your company follow an overhaul/reconditioning checklist to ensure no items are missed during the process? How are you capable of performing the required overhaul/reconditioning requirements of a "frame up" refurbishment (product tank removal/installation) of an aircraft refueler? Describe what changes you would need to make in your current procedures to meet our desired overhaul/reconditioning needs of a "frame up" refurbishment. Does your company have the ability to remove previous finishes (primmer/paint) from components/parts, without further damage, for a closer comprehensive inspection? Does your company utilize Non-Destructive Inspection techniques (ultra-sonic, Eddy Current, Dye Penetrant, etc…) to perform comprehensive inspections of components/parts for requalification? Will your company replace any defective parts not able to be repaired with OEM or OEM approved alternate quality parts? Explain your companies supply chain to use original OEM parts and/or OEM approved alternates for replacement? Can your company incorporate/add additional upgraded technology (electronic product metering system; Vedeer Root EMR4 product or similar) if requested during the reconditioning process? Would your company sub-contract the installation of any additional upgraded technology if beyond your company's capabilities? Does your company have the capability to paint components/parts in-house and obtain MILSPEC paints? What paint/finishes does your company use? Does your company provide "complete" vehicle painting services in-house or sub-contract? Can your company provide new replacement labeling, decals, and markings IAW USCG specifications after refueler painting? Please explain your Quality Assurance program for ensuring components/parts and the refueler as a whole is reconditioned to a serviceable condition IAW OEM specifications. What steps are taken by your company to ensure all the refueler systems operate as a new product (post overhaul testing)? Does your company follow a post overhaul/reconditioning checklist to ensure no items are missed during the testing/operational process? Describe what changes you would need to make in your current procedures to meet the post overhaul/reconditioning checklist testing/operational process. Are there any questions, not already asked above, the USCG should be requesting information for that your company can provide? Please indicate an estimate of a lead time your company would need to facilitate the development of your submission to meet our needs. What is your expected/estimated timeline for a 3000/5000 gallon aircraft refueler overhaul/reconditioning process? How many units does your company estimate having the ability to recondition for the USCG per calendar year? How long is your warranty period for performed work? What does your warranty cover? Does your company overhaul other government agencies refuelers, and if so, which agencies; POC's, and contract numbers? If possible, any POC's for civilian users of your services for general usage of product questions. Is your company ISO certified? What ISO standards does your company follow? Is your product/service listed on a GSA schedule? Is your business/company a large or small business? If small, does your company qualify as a small, emergent business, or a small, disadvantaged business? If disadvantaged, specify under which disadvantaged group and is your company certified under Section 8(a) of the Small Business Act? Is your company a certified "hub zone" firm? Is your company a woman-owned or operated business? Is your company a certified Service-Disabled Veteran-Owned? After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunity website. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis.
