This is a Special Notice of Intent to Award in the Combined Synopsis/Solicitation format. The Coast Guard is seeking Firm Fixed Price (FFP) quotes for Teardown, Test, and Evaluation fee, No Fault Found fee, Beyond Economical or Return “As Is” fee, and the commercial aircraft component repair/overhaul services price prepared in accordance with the Federal Acquisition Regulations and the format in Subpart 12.6, as supplemented with additional information included in this notice. When in receipt of evaluation or baseline price quotes only, the government reserves the right to issue a purchase order based on the government’s historical pricing data. Solicitation number 70Z03822QW0000087 is issued as a notice of intent to award to the Component OEM or their authorized repair facility. This item carries an Acquisition Method Code (AMC) of 3 and an Acquisition Method Suffix Code (AMCS) of R in the Coast Guard’s current material management system as assigned by USCG ALC MRS Engineering. These codes indicate that these services can only be awarded to the Component or Aircraft OEM or a Fully Capable Incumbent. Due to anticipated time constraints, AMC 3 indicates that only the OEM or an established Incumbent can verify immediate OEM Piece Parts availability traceable to the OEM, and no delays in the work process are anticipated regarding accessibility to those necessary OEM piece parts. AMCS Code R indicates that the Service Facility MUST have legal access to and be in possession of the most current and applicable service data as issued by the OEM. It is anticipated that a non-competitive Sole Source Purchase Order shall be awarded as a result of this notice. It is the Governments belief, that only the Component OEM or a previously established Capable Repair Vendor in legal possession of the required OEM Data has the required proprietary technical and engineering data to successfully provide these services. Concerns having the expertise and required capabilities to provide these services are invited to submit complete information discussing the same within (3) calendar days from this notice posting. The information submitted must include a letter from the OEM verifying the Offeror is an authorized service distributor and verifying the OEM will supply only genuine OEM parts. Instructions to Offerors-Commercial and the incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular is applicable. Any vendor, except the Original Equipment Manufacturer (OEM) or a Production Approval Holder (PAH), repairing Coast Guard Aircraft Components MUST be FAA 145 certified and perform at least fifty percent (50%) of the work at their company's FAA certified facility. Unless otherwise directed by the Contracting Officer, awards for the repair or overhaul of Coast Guard Aircraft Repairable Components shall only be awarded directly to service vendors who have been deemed fully capable of performing such services by division level command-appointed Coast Guard Engineers or Equipment Specialists. Vendors who do not meet the above stated capability requirement will not be considered and should not respond to this solicitation/request for quote. This solicitation will not be extended or the award delayed for a vendor to submit their service data for capability determination or for registration in SAM.GOV. If not previously deemed capable by ALC MRS Engineering, vendors who believe they would otherwise qualify based on the aforementioned criteria are encouraged to contact Murray.W.Bryant@uscg.mil for a capability evaluation and determination toward future awards consideration. The applicable North American Industry Classification Standard Code is 488190. Unless otherwise indicated in this notice, all repairs/overhauls will be required to be completed in accordance with OEM Specifications to include the latest OEM Revisions, Updates, and Service Bulletins. The Coast Guard intends to issue a post assessment firm fixed price repair/overhaul order to the Aircraft or Component Original Equipment Manufacturer (OEM), the Component Production Approval Holder (PAH), or a PAH Authorized and Capable Service Facility, for repair/overhaul using OEM Proprietary Data for the following item(s): Repair of 2 Each NSN 1680-15-198-5840, P/N 727-0305/03MOD01, FUEL CONTROL PANEL (with an option quantity clause incorporated for a possible additional 5 each over the next year) Repair of 3 Each NSN 5999-01-HS2-8950, P/N 723-4676/02MOD.1, PANEL ILLUMINATED (with an option quantity clause incorporated for a possible additional 4 each over the next year) A Sole Source Justification (J&A) and General Solicitation Information Packet is attached to this solicitation. The Coast Guard does not own nor can provide the OEM’s Service Manuals, Service Bulletins, or Proprietary Data. Unless the OEM, with their quote, vendors must provide a copy of the first page of the current OEM Manual or Service Reference, and in their quote make reference to it (i.e. “will be repaired IAW CMM 12345-6789”). The Aircraft OEM is FINMECCANICA S.PA. (LEONARDO SPA) Cage Code A1512. Determined by the urgency of need, the closing date for this solicitation is JULY 12, 2022 at 9:00 am EDT, with an anticipated required completion (Required Delivery Date) on or before NOV 22, 2022.
