As a result for this Special Notice of Intent to Award in the Combined Synopsis/Solicitation format, the Coast Guard is seeking a Firm Fixed Price (FFP) quote for a C27J Cargo Pallet Sensor (CaPS) System Sustainment Study prepared in accordance with the Federal Acquisition Regulations and the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation number 70Z03822QW0000052 is issued as a notice of intent to award to the only know fully capable source (Sole Source J&A is attached to this solicitation). It is anticipated that a non-competitive Sole Source Purchase Order shall be awarded as a result of this notice. Concerns having the expertise and required capabilities to provide these services are invited to submit complete information discussing the same within (3) calendar days from this notice posting. Instructions to Offerors-Commercial and the incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular. This solicitation will not be extended or the award delayed for a vendor to submit their service data for capability determination or for registration in SAM.GOV. If not previously deemed capable by ALC MRS Engineering, vendors who believe they would otherwise qualify based on the aforementioned criteria are encouraged to contact Kenneth.M.Irsik@uscg.mil for a capability evaluation and determination toward future awards consideration. The applicable North American Industry Classification Standard Code is 488190. The required service must be completed in accordance with the attached special Statement of Work. The Coast Guard intends to issue a firm fixed Price order for the following item(s): A complete C27J Aircraft Cargo Pallet Sensor (CaPS) System Sustainment Study. To be completed in accordance with the attached special Statement of Work. A Sole Source Justification (J&A), special Statement of Work, and a General Solicitation Information Packet is attached to this solicitation. The Coast Guard does not own nor can provide the OEM’s Service Manuals, Service Bulletins, or Proprietary Data. The Aircraft OEM is FINMECCANICA S.PA. (LEONARDO SPA) Cage Code A1512. Determined by the urgency of need, the closing date for this solicitation is APR 1, 2022 at 4:00 pm EDT, with an anticipated work commencement date of APR 18, 2022 and a required completion (Required Delivery Date) on or before SEP 30, 2022.
