Description: 1.0 Scope 1.1 Due to the increased health threat of the Novel Coronavirus (COVID-19), the United States Coast Guard (USCG) requires additional mitigation and containment measures to provide a safe and healthy workplace through Facility Entry Screening at the Aviation Logistics Center (ALC) in Elizabeth City, NC. 1.2 The Facility Entry Screening is not an in-depth health screening; rather, it is to quickly assess whether an employee should be allowed access to the ALC Facility. 2.0 Requirements 2.1 The USCG requires screening at three locations with a potential to increase to additional locations as needed. All three locations will require personnel to operate in all-weather climates. Employees shall be prepared to work in inclement weather; however, they may seek shelter when notified by an authorized representative of the USCG that severe weather poses an issue to safety. Authorized personnel will be identified at contract kickoff and a modification will be executed to incorporate the list into the contract. LOCATION SCREENING HOURS OF OPERATION Location POPULATION FLOW/PEAK HOURS Inside the Front Gate 0530 to 1730 Outside 300-400 Vehicle Traffic/0530-0800 Inside the Back Gate 0530 to 1730 Outside 200-400 Vehicle Traffic/0530-0800 HMF Gate 0530 to 1730 Outside 200-400 Vehicle and Foot Traffic/0530-0800 2.2 The USCG will provide no touch thermometers and personal protection equipment (PPE) to include facemasks, disinfectant wipes, hand sanitizer, and gloves. 2.3 PPE will be issued on a weekly basis by submitting a request to Victoria Simpkins at Victoria.L.Simpkins@uscg.mil by noon on Thursdays. For any emergency requests, the Contractor can also call Crissy Taber at 252-339-0596 or Terry Bufford at 252-333-2310. 2.4 The USCG will provide restroom facilities (typically porta-johns), electrical power, and shelter (either tent or small building). 2.5 The Contractor shall have four technicians working at all times. During peak hours, two technicians shall be at the front gate and one at each of the other locations. During non-peak hours, one of the technicians at the front gate will be a floater to relieve personnel at other gates for breaks. It is the Contractor’s responsibility to provide replacement technicians when if a technician cannot come to work, has to leave early, etc. 3.0 Screening 3.1 The Facility Entry Screening consists of the following: Ask each employee if they answered “yes” to any questions listed on the signs posted at the gate. Scan the forehead of each person in a vehicle to assess whether or not the person has a temperature. Technicians need to ensure they are scanning a person’s forehead only. If the temperature is greater than 100.4ºF, the scanner should ask the person to wait 5 minutes and test again. The scanner shall not test more than three times (one of the times should be with a different thermometer to ensure there thermometer is functioning correctly). After three failed readings, the scanner shall inform the person that they need to exit the facility and contact their supervisor for further instructions. If the thermometer reads “LO” or a person’s body temperature is unusually low (less than 95ºF), the scanner should retest the temperature with a different thermometer. 3.2 If any person refuses to have their temperature taken, refuses to turn around, or is otherwise belligerent with the technicians, they should not engage with the person. The technicians shall take note of the vehicle (color, make, model, license plate, etc.) and radio security using the provided radio. 3.3 The Contractor shall provide a daily report of how many personnel were turned away at each gate. The Contractor shall not collect names or other identifying information from the personnel denied entry. 4.0 Requirements 4.1 All employees shall conduct themselves professionally at all times. 4.2 Masks, either cloth or surgical, shall be worn properly at all times. This means that the mask should fit snugly over the face and cover both the employee’s mouth and nose. 4.2.1 Employees shall wear masks when entering any building on base. 4.3 Employees shall not use their phones (i.e., texting, reading, phone calls, etc. when actively performing scanning functions) or play loud music when conducting temperature checks. 4.4 Employees should be looking for vehicles at all times and be ready to conduct screening as soon as the vehicle arrives. Vehicles should not have to wait on the technicians. 4.5 The contractor shall clean his/her workspace at the end of every day. No trash is to be left at the temperature scan checkpoints. 4.6 All thermometers are to be turned into building 63 to the ISD help desk at the end of each working day and picked up for use at the beginning of each shift. Each area should ensure they have a minimum of one spare thermometer at all times. 4.7 The contractor shall be required to wear a reflective safety vest at all times. The USCG will provide the safety vests for the contractor. 5.0 Qualifications Special qualifications, medical certifications, or additional training are not required for the contractor employees performing temperature scanning duties. 6.0 Uniforms Uniforms will be at the Contractor’s discretion; however, the Contractor shall ensure that all technicians show up to work in attire and grooming that promotes a professional and tidy appearance. The USCG will not reimburse costs incurred for uniforms/clothing/PPE. Any costs incurred without PRIOR consent of the Contracting Officer are made at the risk of the Contractor and will not be reimbursed. 7.0 Insurance Requirements IAW Federal Acquisition Regulation (FAR) 52.228-5 incorporated herein entitled “Insurance-Work on a Government Installation”, the Contractor and each Subcontractor performing work under this task order on a Government installation shall be required to procure and maintain, during the entire period of performance under this task order, the following minimum insurance and shall furnish a certificate thereof (executed by an officer or employee of the insurer authorized to execute such certificates) to the KO prior to award of task order. The certificate(s) shall contain an expiration date and an endorsement stating that, “Any cancellation or material change in the coverage adversely affecting the Government’s interest shall not be effective unless the insurer or the Contractor gives advance written notice of cancellation or change to the KO.” a. Workers compensation and employer’s liability. Contractor shall comply with applicable Federal and State Workman’s Compensation laws IAW the State(s) where the work is to be performed on a Government installation and shall provide for at least $100,000 employer’s liability coverage, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers. b. General liability. General liability insurance written on the comprehensive form of policy shall provide for bodily injury of at least $500,000 per occurrence. c. Automobile liability. Automobile liability insurance written on the comprehensive form of policy shall provide for bodily injury of at least $200,000 per person and $500,000 per occurrence and $20,000 per occurrence for property damage. 8.0 Tobacco Policy The USCG prohibits the use of smoking tobacco and smokeless tobacco in the workplace in order to protect the health of all its workers. The workplace includes any area inside a building or facility over which the USCG has custody and control where work is performed by active duty personnel, civilian employees, or contractor employees. The use of tobacco is prohibited in all USCG Government vehicles (including Cushman type), in all USCG aircraft, floating unit, or any other aircraft contracted for use in the USCG. The use of tobacco products (smoking and smokeless) is permitted only in designated areas as defined in ALC Instruction 6280.1(series). 9.0 Federal Holidays Contractor personnel shall not perform work on observed Federal holidays. Government holidays are New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Fourth of July, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, and/or any other day designated by the President’s Proclamation/Executive Order. 10.0 Closures and Delays 10.1 Closures or delays may be planned or unplanned. Plant shutdown/delay, plant closure/delay, base shutdown/delay, or base closure/delay are all treated the same for onsite Contractor employees under this task order. The Contractor will be notified as soon as possible of any unplanned closures or delays; however, during times of inclement weather, Contractors will be advised to monitor the inclement weather number at (252) 335-6188 option 2, for information on closures and delays. 10.2 During a closure, ALC is closed for business and Contractors are not allowed to be onsite. Planned closures will be determined in advance by the ALC Command and could include the day after Thanksgiving and other days immediately preceding or following other holidays. Unplanned closures (i.e. inclement weather, etc.), not normally exceeding twenty (20) hours per employee per year, may occur on an as needed basis. The weather line will be updated with unplanned closures as soon as possible. 10.3 In the event of a delayed opening, the Contractor should make every attempt to have personnel at each checkpoint thirty minutes prior to the set opening time (i.e., if ALC says opening will be at 1000, then the checkpoints should be manned by 0930). If the weather line states that there is a delay of x number of hours, than the checkpoints should be manned no later than 0730. 11.0 Invoicing Instructions 11.1 The Contractor is HIGHLY encouraged to submit invoices electronically to ALC-Fiscal@uscg.mil.
