Please note: The attatched Statement of Work is 3 pages. Page 1 numbering is a typo. Questions by industry and clarification by the Government regarding this solicitation: Clarification regarding first article vice first production item: 1. The Federal Acquisition Regulation (FAR) Subpart 2.101 states: “First article means a preproduction model, initial production sample, test sample, first lot, pilot lot, or pilot models”. “ First article testing means testing and evaluating the first article for conformance. 2. IAW The Clause at FAR 52.209-4 (i) “The Government may waive the requirement for first article approval test where supplies identical or similar to those called for in the schedule have been previously furnished by the Offeror/Contractor and have been accepted by the Government. The Offeror/Contractor may request a waiver”. 2a. Therefore Offerors/Manufacturers, currently approved to supply identical or similar items to the Government, may request a waiver, pending Government approval in writing, of a satisfactory Form Fit Function Test result. Q. How do I obtain the Drawings to manufacture the required item? Clarification by the Government 1. The ALC (Draft) drawing is attachment 1 of the solicitation. The PDF is the complete Drawing to be used for first article testing. Please note: the ALC Draft Drawing is hereby changed to remove the requirement for submission of test results to Lockheed. Offerors are instructed to use the updated drawing labeled “Attachment 1-NEW_405-525-17” Clarification by the Government Regarding the Specification MIL-J-25718 (USAF): “Offerors are required to provide evidence with the quote regarding Prior certification/ approval/ acceptance of a component manufactured to specification MIL-J-25718 (USAF)”.
