This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a formal solicitation will not be issued. This procurement is for HC-144 Spare Parts to support the airframe structures, systems, and components used on the USCG HC-144 aircraft. Solicitation number 70Z03819RL0000002 is assigned to this procurement for tracking purposes only and is issued as a Request for Proposal (RFP). Any offeror submitting a proposal must be registered within the System for Award Management (SAM). The award will not be delayed in order to allow a vendor time to register in SAM. Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) process. Award will be made to the offeror who meets all the criteria contained within this solicitation and associated attachments. In accordance with FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,” this will be a sole source procurement with Airbus Defense and Space, Inc. The approved Justification for Other than Full and Open Competition is provided as an Attachment. This requirement will be satisfied using commercial acquisition procedures specified in FAR Part 12 in conjunction with FAR Part 15, and award will be made to the offeror who provides the Best Value to the Government. The incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2020-01. The North American Industry Classification System Code is 336413. The United States Coast Guard (USCG) intends to solicit, negotiate, and award an Indefinite Delivery Requirements contract with a one year base period and four one-year ordering periods to the Original Equipment Manufacturer (OEM) Airbus Defense and Space, Inc., 2550 Wasser Terrace, Ste 9000, Herndon, VA 20171, or a responsible contractor who can provide the HC-144 OEM Spare Parts with OEM certification and approval. Firm Fixed Price delivery orders will be issued for required parts. Anticipated award date is 12/31/2019; however, this is an estimate and not an exact date. All responsible sources are encouraged to submit a proposal which will be considered by the agency. Only one award will be made from this solicitation. All proposals must contain pricing for the one year base period and the four ordering periods. Any proposal that does not contain pricing for all contract periods and for all line items may be considered non-compliant and may be eliminated from further consideration.
