This is a sources sought synopsis only, not a solicitation announcement. This sources sought synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The United States Coast Guard (USCG) is conducting market research to seek sources and to gain knowledge of available production facilities that may be of interest to the USCG. The purpose of this sources sought is to gain knowledge of commercially available products that may be of interest to the USCG. The USCG is looking for companies capable of providing one-hundred-forty (140) Test Adapter Cables (TACs) for testing the airframe wiring harnesses for the MH-65E rotary wing aircraft. The TACs will be used to connect a 20,000 point Automatic Wiring Analyzers (AWAs) such as the installed DIT-MCO Model 2524 and 2650 MTA AWAs or its equivalent replacement. The TACs must meet or exceed the specifications set forth in Aviation Logistics Center (ALC) Engineering Specification, ALC GENES05000.04 unless otherwise approved by ALC. The vendor must perform the necessary layout, connector grouping, design and build of the TACs and provide the parts lists, pin-outs and build drawings. The TACs will be terminated with zero insertion force DL1-156 tester front panel connectors (with AWA software compatible random hook-up identification (ID) Chips) and appropriate aircraft mating connectors. The TACs must be capable to perform all test functions of the installed AWAs without influencing the test results. The proposed North American Industry Classification System (NAICS) code for the future acquisition is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. SOURCES SOUGHT RESPONSES: Responses to this notice should include Company Name, Address, Telephone Number, Point of Contact (POC), and Cage Code. All Contractors, qualified to provide one-hundred-forty (140) Automatic Wiring Analyzer Test Adapter Cables, should submit a response presenting sufficient information to substantiate that: 1) The Contractor has capability to design and build TACs that meet or exceed the capabilities and durability of currently installed TACs and the specifications of ALC GENES05000.04. 2) The contractor can provide on-site set-up, first run debugging and repairs. 3) Does the Company provide a warranty beyond initial set-up repairs? 4) Provide any additional comments/information you may have regarding this sources sought notice. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunity (FBO) website. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.
