This is NOT a request for proposals and in no way obligates the Government to award any contract. The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Short Range Recovery (SRR) division is conducting Market Research to identify potential vendors for the design, manufacture and procurement of semi-rigid RADAR Waveguides for the USCG H-65 Helicopter replacement RADAR system. Background USCG is under contract with Collins Aerospace to convert its MH-65D aircraft to the newly designated MH-65E. The new modifications will modernize the cockpit through installation of a digital "glass" cockpit and upgrades to its communications, navigation, and surveillance systems. Modifications include an upgrade of the helicopter's RADAR system to the Honeywell Primus 700A. The RADAR upgrade requires the design and development of a new RADAR waveguide that conform to the MH-65E's unique installation and environmental operating requirements. Desired design details are listed in the tables below. The following specifications, standards, and handbooks of the latest revision at the date of the original release of this specification listed below form a part of this specification to the extent specified herein. DEPARTMENT OF DEFENSE (DOD) STANDARDS: MIL-DTL-85H - WAVEGUIDES, RIGID, RECTANGULAR MILD-DTL-3992E - GENERAL SPECIFICATIONS FOR FLANGES, WAVEGUIDE GENERAL PURPOSE MIL-DTL-287 - WAVEGUIDE ASSEMBLIES, FLEXIBLE, TWISTABLE AND NONTWISTABLE, GENERAL SPECIFICATION MIL-DTL-5541F - CHEMICAL CONVERSION COATINGS ON ALUMINUM AND ALUMINUM ALLOYS MIL-DTL-23351 - GENERAL SPECIFICATION FOR WAVEGUIDES, SINGLE RIDGE AND DOUBLE RIDGE MIL-DTL-23641 - COAX/WAVEGUIDE ADAPTORS MIL-HDBK-454B - GENERAL GUIDELINES FOR ELECTRONICS EQUIPMENT MIL-HDBK-660 - FABRICATION OF RIGID WAVEGUIDE ASSEMBLIES (SWEEP BENDS AND TWISTS) MIL-HDBK-2036 - PREPARATION OF ELECTRONIC EQUIPMENT SPECIFICATIONS MIL-STD-889C - DISSIMILAR METALS ASTM B 700 - STANDARD SPECFICATION FOR ELECTRODEPOSITED COATINGS OF SILVER FOR ENGINEERING USE MIL-C-85285B (AS) Amendment 2 - COATING POLYURETHANE, HIGH SOLIDS USCG Design Data The technical data in the form of models depicting dimensional requirements will be provided by the USCG for the design of the aircraft RADAR Waveguide. This data is provided to assist the manufacturer in developing their own technical drawings and manufacturing plans. The data includes the location data for fit with the mating parts. Applicable Commercial Documents. Unless otherwise specified herein, the Contractor shall comply with its own internal written standards relative to design, quality, and configuration specifications. The following are acceptable commercial standards: RTCA/DO-254 - DESIGN ASSURANCE GUIDANCE FOR AIRBORNE ELECTRONIC HARDWARE ASME/Y14.100 - ENGINEERING DRAWING PRACTICES Note: Commercial documents must be ordered from commercial supply sources. The contractor shall utilize the most recent versions of documents that are published at time of award. The Contractor shall identify the revision status and date of all references in their documentation. Design Criteria a) Airworthiness. The aircraft shall safely perform all assigned missions in accordance with FAA Part 29 (14 CFR 29) Airworthiness Standards: Transport Category Rotorcraft (Amendment 16), Part 91 General Operating and Flight Rules and the USCG Air Operations Manual, COMDTINST M3710 (series). Modifications to the H-65 must be designed to meet or exceed the requirements of FAA FAR 29 & FAA FAR 21. Exceptions to FAA FAR 29 & FAA FAR 21 requirements are allowed for public use aircraft. Deviations from the FAA FAR 29 & FAA FAR 21 requirements must be approved by the USCG. b) RADAR Waveguide. The Contractor will provide new production RADAR Waveguides. The Contractor shall provide all parts, material, labor, tooling, test equipment and facilities needed to produce RADAR Waveguides. Design and fabricate RADAR Waveguide IAW MIL-DTL-287H. Waveguide shall be RG-54/U, Type WR90B (Flexible). The waveguide shall be copper with brass flanges. Brass flanges shall be coated with Tin over Nickel. Silver plate waveguide internal surfaces in accordance with ASTM B700, Type I, Grade A, Class S, minimum thickness 10 µm (.0004 in.). Paint external surfaces in accordance with MIL-C-85285B (AS), Color #37038 (Black) per FED-STD-595, .0015 to .0025 in. thick. Waveguide compatibility with the Primus 700A RADAR as installed on the MH-65E is required to ensure safe and effective USCG mission execution. c) Interface Definition. RADAR Waveguide flange mating points shall align with dimensions listed in the H65 Waveguide models. Waveguide flanges shall be treated and coated in accordance with the requirements specified in this SOW and MIL-STD-889C to minimize galvanic corrosion. d) Modification Special Tools & Test Equipment. The RADAR Waveguides should be designed so that they may be installed and maintained without special tools or test equipment. Responses should include the following: • Name and address of contractor • Cage Code • Point of contact including name, title, phone, and email address • Capability statement to include the lead time for evaluation and repairs and standard warranty included with product • State whether the business is OEM certified and if so, provide proof of approval • State whether the business is currently classified as Large, Small, Small Disadvantaged, 8(a), HubZone Small Business, Women Owned, Veteran Owned, Service Disabled Veteran Owned Small business in terms of the NAICS code 336413 • GSA Contract information if applicable and other information that provides the Coast Guard with a more accurate picture of the potential marketplace for this requirement. The NAICS code is 336413 and the small business size standard is 1,250 employees. Before obtaining copies of the Waveguide Documentation, contractors shall be registered in the Defense Logistics Agency's Joint Certification Program. More information on this certification can be found at http://dlis.dla.mil/jcp/Default.aspx. After ensuring registration, the contractor shall complete the attached, "DHS Form 11000-6", Sensitive but Unclassified Information Non-Disclosure Agreement and return with a written request to James.R.Callison@uscg.mil. The written request shall include a completed DHS Form 11000-6 and verification of active enrollment in the Defense Logistics Agency's Joint Certification Program. The USCG will only release the Waveguide Documentation to United States (U.S.) businesses that have followed the above procedures. The documentation will not be released to any foreign entity. If the U.S. business plans to release these documents to any foreign entity, they must first provide the USCG with a copy of a valid Technical Assistance Agreement (TAA) and TSP-5 authorizing release to that entity. TELEPHONE RESPONSES WILL NOT BE ACCEPTED. Responses should be submitted to James.R.Callison@USCG.mil. Responses must be received no later than 07 August 2019 at 12:00 p.m. EST. This notice does not constitute a Request for Quotation (RFQ) or a Request for Proposal (RFP) and is not to be construed as one. Therefore, there will be no evaluation of responses to this RFI for award purposes. Respondents deemed fully qualified will be considered in any resulting future solicitation where quotes or proposals will be requested. There is no date set for a resulting solicitation or if a solicitation will be issued. All submitted materials will be designated for Government Use Only. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Questions regarding this Sources Sought Notice shall be submitted in writing to James.R.Callison@uscg.mil prior to the closing date and time of 07 August 2019 at 12:00 p.m. EST.
