The solicitation number is 70Z037-20-Q-LBL54300 issued as an invitation for bids/price quotes unless otherwise indicated herein. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005.63. The associated North American Industry Classification System (NAICS) code for this procurement is 334290 with small business standard of 750 personnel. Only qualified Vendors/Contractors may submit a bid/proposal. In particular, The US Coast Guard Base Yerba Buena Island requires the following: Provide all labor, material, tools, equipment and license as required to – Install a CCTV System in accordance with the attached statement of work (SOW). Submission deadline of bids. price proposal - 1159pm 07/08/2020. *****Questions & Answers**** Q: On the RFQ which clearly calls out for a server based solution, is the government willing to accept a Cloud based solution? A: No, we're not comfortable with a Cloud system. It would require internet, which we're not providing, and would make the system susceptible to hacking. An internal, hard drive based system is necessary. Q: How will be cameras be connected - CAT5, CAT6 or fiber optic cable? A: The cameras can be connected by the most efficient cost effective means as long as they meet the standards set forth in the CCTV handbook and can provide clear imagery. Fiber will likely be needed for runs between buildings. The way it was proposed was that the cameras could utilize cat-5/6 locally to a router and then run to the main hub via fiber for faster data transfer. Q: Are any cable runs expected to be longer than 330 feet? A: I would say yes but we have not conducted our own survey for distances. The main long runs would be from the front gate to building 23/34 and from bldg. 100 over to the engineering spaces and the buoy yard area. The discussion was to have break out points in our telco spaces where routers could be installed to maintain signal over the distances. This may be what they mean by booster switch. Q: Where is the fiber optic network going to be installed? Would fiber optic to CAT adapters be needed? A: We have a fiber backbone in place and would essentially have the contractor follow the same paths and provide space for their equipment in our racks as needed. The adapters would only be needed if their installation plan required it. This would be their build from beginning to end. I believe the run from Bldg. 278 down to bldg. 100 and the run from the guard shack over to bldg. 23 are the only portions of the install we would be willing to provide already established fiber runs for the contractor to use. Essentially the guard shack run would be a 1 for 1 swap and the 278 run would be utilizing one of the new fiber pairs that were recently installed when the infrastructure up there was updated. Q: What are the heights at which the cameras and cables will be installed? Would a lift be needed? If yes, will it be provided by CG or do we need to rent it? A: There are various heights, but a lift will need to be provided by the successful offeror. Q: Would an UPS be needed? A: A local smaller rack mount type unit. I believe we can dedicate outlets for bldg. 100 and 278 to have the equipment in those spaces covered by the large UPS's that handle the loads for those bldgs. It would be the router/switch locations that would be used to extend the signals where a small ups would probably be needed. Q: Will the Coast Guard be providing dedicated power for all newly installed network cabinets? A: Yes Q: Can the Coast Guard provide drawings showing existing fiber pathways between all buildings? A: Yes Q: Is there existing underground conduit that we will be able to use to run out Cat cable/Fiber cable between the building housing the server and each remote building? A: For most of the project no. There is a underground run from the gate to building 23, one from bldg. 23 to bldg. 100, one from bldg. 100 to bldg. 278, and one from the Station Bldg. over to Bldg 1,2,3. All of the runs between bldgs. In the "U" will need to be done via conduit on the roof side leading into bldg. 22/23 where there are server rooms to break out if needed and to join the underground run that goes into bldg. 100 which will likely be the main server location for the install. Q: If there is existing conduit that we can use, what fill capacity are they currently at? A: Unknown. Q: If there is existing conduit that we can use, is there site layout with clear markings identify conduit locations? A: Yes and will be provided to the successful offeror. Q: On several occasions during the site visit, existing camera locations installed on parapet mounts were called to our attention with direction to raise the new camera higher than the current installation. Can a specific height be provided for bidding purposes to keep all bids aligned. A: I would assign a MAX standard 10 foot mount to replace any that are currently on a mounted parapet. Q: What type of fiber & connectors are currently installed out at the Guard Shack and Building 34. And please confirm that we can reuse. A: Contractor should reference the attached schematic and must field verify all existing system information. That should not matter. While we do have our own set up and connections in place the SOW states request is that they (the contractors) will utilize their own fiber network and as such should be able to use what they deem best/affordable for their system. We can provide them space as needed to install hardware but they should be using their own equipment for that portion of the build. The only location we have offered them to use our fiber connections is in the 278 bldg annex running down to bldg. 100. Q: Will existing conduit(s) be available to pull new cabling through between buildings whether CAT6 or Fiber? A: Potentially, Contractor should reference the attached schematic, and field verify all information. Contractor must determine if the existing pathway is too full for new fiber or CAT6 and if new pathway is needed. No. Per the SoW the contractors will be required to run their own conduit for all cable runs. The fiber connection between bldg. 278 and 100 is the only portion that the contractor will not be responsible for their own material for the run. Q: Has it been confirmed that existing underground pathways have sufficient fill ratio space allotted for potential new cable runs. A: The main areas of concern here would be: from the front gate to the U which I am fairly confident would have enough room as it is fairly modern. Usable fiber and pathway already exists. Contractor should reference the attached schematic, and field verify all information. Contractor must determine if spare usable strands exits on existing fiber, or if new fiber must be installed. If new fiber needed, Contractor must verify if the existing pathway is too full for new fiber and if new pathway is needed From Station San Francisco bldg. to bldgs. 1,2, &3 through the parking lot Potentially, usable fiber and pathway already exists. Contractor should reference the attached schematic, and field verify all information. Contractor must determine if spare usable strands exits on existing fiber, or if new fiber must be installed. If new fiber needed, Contractor must also verify if the existing pathway is too full for new fiber and if new pathway is needed. Q: Does the USCG have a preferred Point to Point solution for the single camera location near the edge of the dock? A: There is not a USCG preferred Point to Point option. Q: What height shall the CCTV Pole be at this location? Shall it be mounted directly to deck or strapped to the side of the dock? A: 12 feet off the deck and it should be mounted to the deck for stability purposes. Q: Reference to PTZ cameras were made for most camera locations during the site visit. Unless PTZ are manned/programmed on tours with analytics 24 hours a day, a multi-sensor cameras can achieve a better blanket of overall coverage than a PTZ camera. For bidding purposes will alternates be required to accompany the bid for consideration or can this be discussed directly with contracting officer and awarded contractor? A: Our original SoW breaks down what types of cameras and specific numbers of each type we are requesting. Not all are PTZ and some are multi-sensor based on their locations. Q: How good is the lighting at night, overall, in areas intended for camera coverage? A: Lighting is limited at best in most spots for coverage. However, this is very subjective and shall not be construed as endorsement of any course of action. Q: We noticed High Reach Equipment onsite during the site visit. Will we need to provide our own rentals for the project timeline? A: Yes Q: Video workstations: Will workstations be connected to USCG network or to the dedicated CCTV network created during this project? A: No.
