This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached or included by reference. The solicitation number is 70Z035-20-Q-JMA566 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror” or a derivative of that word appears, it is changed to "quote/quoter” or a derivative of that word. This is a solicitaion under NAICS Code 561621. USCG Sector Anchorage has intentions to purchase the following: The Contractor shall provide all materials, equipment, transportation, supervision, labor, and tools, required to provide all technical services and programming support to install a new Intrusion Detection System (IDS) and standalone Physical Access Control System (PACS) for U.S. Coast Guard Sector Anchorage on Joint Base Elmendorf Richardson in Anchorage, AK. Work is to be performed M-F, 0800 - 1700, or as mutally agreed upon terms between POC's. This is to be performed at a military installation so contractors must be in compliance with the Real ID Act by having proper credentials to get onboard the installation. *All proposed designs shall be submitted to OSCS Erik Patterson and SKC Jennifer Sanders for final approval prior to conract award. *The installation shall also provide maintenance and monitoring services for the IDS. *A set of final technical drawings shall be provided to the Coast Guard prior to receiving final payment. Intrusion Detection System and Physical Access Control System Specifications: Section 508 of the Rehabilitation Act as amended by the Workforce Investment Act of 1998 (P.L. 105-220), requires federal agencies to ensure the Electronic and Information Technology (EIT) they develop, procure, maintain use of, is accessible to, and usable, by employees and consumers with disabilities. This acquisition for services has been determined to be applicable to Section 508. The Awardee is required to meet all Section 508 requirements. Alarm must be fully compatible with existing installed hardware configuration. Cellular communicator should be installed in case telephone lines are severed. Annual billing for monitoring and service maintenance should be included in one bill. Notification to the Sector Anchorage Command Center, and supervisory staff if necessary, should occur within 2 minutes of the receipt of an alarm, error, or fault in the system. No alarm relaying to local authorities (police, fire, medical, etc.) is required if verification of non-emergency exists with the watch personnel. The contractor shall monitor the alarm 24/7/365 and provide notification within two (2) minutes to designated phone numbers. Contractor should provide normal/routine preventive maintenance in the form of monthly system operational tests. Tests shall also be performed upon request by the watch as part of required security inspections. Notification of test dates and times shall be made to Sector Anchorage Command Center prior to testing the system. Notification can be made via telephone or email. The contractor shall provide emergency/urgent support to the existing security system and its components. Emergency support will consist of technical assistance via telephone 24/7/365 to aide personnel in troubleshooting efforts. The IDS shall include the following: Sensor component equipment located in the protected area designed to initiate an alarm upon attempted intrusion into a protected area. A Control Unit located in the protected area which would also act as an interface between the sensor(s) and the central annunciaton. Signal transmission lines which transmit the alarm signals from the control unit to a central annunciator. A central annunciator (which shall be constantly monitored) containing the electronic components which announce, by both visible and audible signals, intrusion into protected areas and the specific structure or location involved. Fail-safe features, such as alarm signal, at the central annunciator when abnormal operating conditions preclude the system from functioning properly, and a back-up power source. Feature which minimize the vulnerability to tampering or circumvention. Balanced Magnetic Switches (BMS) shall be installed on doors where IDS is installed. BMS’ shall be surface mounted or recessed and shall have a minimum of two encapsulated reed switches. The switches shall activate when any disturbance in the balanced magnetic field occurs. Each BMS shall have an over current protective device, rated to limit current to 80 percent on the switch capacity. The BMS shall be rated for a minimum lifetime of one million operations. Line supervision shall be incorporated to detect any signal cutting, shorting, or splicing of the transmission line. Attempts at gaining access to, or substitution or neutralization of any sensor shall be detected and signaled. An alarm shall be indicated at the alarm control center within one second of a line tamper attempt. Dedicated terminal junction boxes for sensor inputs and connecting cables shall be securely welded or locked and provided with tamper switches. Junction boxes containing phone lines, which carry alarm system signals do not need to be locked, welded, or alarmed. A backup power source, capable of sustaining the system for a minimum of four hours, shall be provided to enable uninterrupted operation. Commanding officers shall plan for and include as part of the physical security plan, appropriate measures to be taken in the event of an extended power outage. On/off switches shall be located within the protected area. The IDS shall include a central control station where alarms annunciate. In addition, an audible alarm shall be located outside the protected area. Alarm signals shall be reset only in the protected area or the central control station. The alarm display panel shall indicate secure, access, and alarm status. The Coast Guard Investigative Service is situated in Room 123 and requires 360 degree motion detection throughout the space. The Telecommunications Room is situated in Room 106 and requires 360 degree motion detection throughout the space. The Command Center is in office in Room 100 and requires 360 degree motion detection throughout the workspace, the area above the false ceiling and the area below the false floor All areas shall be able to be energized or de-energized through the central control panel to allow for work to be completed without causing inadvertent alarm notifications. The Physical Access Control System shall: Be installed within the Command Center and serve as the central access authorizing platform for the Command Center, Coast Guard Investigative Service and Telecommunications Room. Work with current HID iClass GP proximity cards, currently issued to members. Include a two-door, FIPS-201 compliant, and HSPD-12 capable PACS software solution. Once the contract has been awarded, a final design proposal meeting shall take place to finalize all details prior to final build out of the IDS and PACS.
