This noticed is issued by US Coast Guard Base Cleveland, Cleveland, OH. To identify sources capable of providing all the services necesseary to prepare a Biological Evaluation (BE) pursuant to 50CFR 402.14(c)(1), that evaluates the likely effects on listed species and designated critical habitat resulting from implementation of response strategies in the R5 RCP/ACP. This is for planning purposes only and there is no solicitation available at this time. All responses will be used for market analysis in determining the availability of interested and capable 8(a) companies and may be used to determine the appropriate acquisition strategy. the Contractor shall initiate the BE analysis including data collection and use appropriate scale for analysis, deconstruction of the action, process for evaluating the effects of the stressors on the listed species and their critical habitats. The BE shall be prepared in coordination with and approved by the Coast Guard PM and ESA Workgroup members. Due to response tactics the BE is expected to incorporate significant data developed in the Pacific Northwest Area Contingency Plan’s BE as a baseline of information in an effort to provide data/information consistency throughout Region 5. Responses must reference 70Z03020SC23043 and include the following: (1) Name and Address of the vendor, (2) Size and type of business (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Vendor's capability statement demonstrating the ability to meet the requirement for Biological Evaluation. (6) Past performance information of the same or similar types of service to include contract number, dollar value, name, and the phone number of the Contracting Officer. The Government will not reimburse preparation costs nor otherwise provide compensation for any information that is provided in response to this announcement. Interested parties must be registered in the System for Award Management (SAM) as prescribed in FAR Clause 52.232-33.
