This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation does not obligate the Government to compensate for any costs incurred by the Offeror in the preparation and/or submission of any offer, nor does it obligate the Government to procure for said services or supplies. ANTICIPATED NAICS CODE/SIZE STANDARD: The applicable NAICS Code is 488390, Other Support Activities for Water Transportation and the size standard is $41.5 million. SCOPE OF WORK: The below was taken from the SOW and intended to provide a general description of this requirement. • (Subject to change at the discretion of the Government). The Coast Guard is requiring a vessel to support the Aviation Training Program at U.S. Coast Guard Air Station New Orleans, LA. The contractor shall be responsible for providing and operating a vessel in support of the aviation training program and specifically providing all necessary management, supervision, personnel, labor, materials, fuel, and equipment necessary for the vessel(s) to support helicopter hoists. • The area of operations will be mutually agreed upon by both parties. In general, the area of operations will be located within 45 nautical miles of New Orleans NAS JRB/Callender airfield. The majority of helicopter operations will be conducted no closer than two (2) nautical miles from shore and no further than 10 nautical miles from shore.. • Helicopter Hoist Training Vessel Description: The contracted training vessel for helicopter hoisting training shall have the following characteristics: • Have a minimum draft of 4 feet to resist the lateral drift (an extremely shallow draft vessel is undesirable due to draft characteristics when subjected to rotor downwash). • Have no permanent structures protruding higher than 25 feet above the water line which cannot be quickly stowed (e.g. antennas). • Be no shorter than 38 feet and no longer than 50 feet. • Have a gross vessel weight of at least 10 tons • Have a minimum weather deck area to in excess of 50 square feet or more and be clear of obstructions. • Have a minimum required speed of 0 knots or “dead in the water.” • Be capable of maintaining a heading of +/- 10 degrees at a speed of between 5-10 knots while operating under a helicopter producing 90 knots of rotor down wash in varying winds and sea states. • Be capable of operating in seas up to 6 feet. ANTICIPATED PERIOD OF PERFORMANCE: The period of performance is anticipated to be June 1, 2021 thru May 31, 2022 (Subject to change at the discretion of the Government). ANTICIPATED CONTRACT VEHICLE: The anticipated contract vehicle will be a Requirements Contract with fixed-unit prices; individual task orders would be issued pursuant to the Requirements Contract if services are required. (Subject to change at the discretion of the Government) Proposals must include: (1) Technical Capability and Understanding (2) Past performance history (current or within the last 18 months) on projects similar in scope and nature, with specific references (including project identifier/contract number and description, period of performance, dollar amount, client name and current telephone number). References will be checked to validate the information provided. (3) Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA). Technically acceptable is defined as the offerors ability to meet all the requirements/salient characteristics identified in the Statement of Work/Specification and the offerors demonstrated ability to perform the contract successfully through Past Performance. Only the lowest priced offer will be evaluated for technical acceptability. If the lowest priced offer is found not to be technically acceptable, then the next lowest priced offer will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated. The technical proposal shall address all of the evaluation factors listed below. Solicitation must consist of sufficient documentation to show evidence that the contractor meets ALL the requirements as specified below: 1. Technical - The Government will evaluate the offerors ability and method/approach to providing all the requirements in the Statement of Work as identified in their technical section/proposal. Technical approach and understanding will be rated as to the extent the offeror can clearly and fully demonstrate that it has a thorough understanding of the requirements and can successfully provide the requirements. Offerors that cannot specifically address their ability and method/approach to providing all the requirements in the Statement of Work or that do not submit a Technical Section with their offer may be rejected without further consideration. 2. Past Performance - The Government will evaluate an offeror’s past performance to determine the degree to which current and previous contract efforts indicate the probability of the offeror successfully accomplishing/performing the requirements of the statement of work. The currency and relevancy of the information, source of the information, context of the data, and general trends in contractor’s performance will be considered. The Government may use a variety of sources, data, and/or information available about the offerors current or past performance, not just the information identified by an offeror, to evaluate past performance. Sources that may be used to evaluate past performance include, but is not limited to: (1) the Contracting Officer’s knowledge of and/or previous experience with the offeror, (2) past performance questionnaires/surveys, (3) the Past Performance Information Retrieval System (PPIRS), and/or any other source. Although the Government will consider information obtained from other sources, the burden of providing thorough and complete past performance information rests with the offeror. Past performance information received from the offeror shall be within the past 18 months or ongoing and be relevant to this requirement (i.e., the same or similar requirement.) Current performance will have a greater impact in the evaluation than less recent performance. Only relevant past performance will be evaluated. An offerors lack of relevant past performance will not be evaluated favorably or unfavorably and will be rated as neutral. References will be checked to validate the information provided. 3. Price - The Government will evaluate price for reasonableness and award a contract to the offeror with the lowest priced technically acceptable offer. If competing offers are rated “acceptable” for technical and past performance, price will be the controlling factor in award. The Government reserves the right to conduct a price realism analysis to determine whether an offer’s proposed prices are realistic for the work to be performed and reflects a clear understanding of the requirement. Offerors are required to provide a unit price for all items. A zero dollar figure ($0.00) unit price means the Offeror will provide the service or supply at no charge to the Government. Unit prices left blank or annotated with something other than a dollar figure will be considered unacceptable and the Government has discretion whether to reject the offer without any further consideration. The government will evaluate the proposal on the technical criteria as either ACCEPTABLE or UNACCEPTABLE. All three factors must be acceptable to be eligible for award. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. REQUIREMENT: This notice is issued by the U.S. Coast Guard, Base Procurement and Contracting, New Orleans, La to identify sources capable of providing the following: (Subject to change at the discretion of the Government). Contractor shall provide a vessel and all necessary management supervision, personnel, labor materials, fuel and equipment required for supporting helicopter crew hoists, rescue swimmer operations, and any aerial delivered material used to fulfill the Air Station’s training requirements. SCOPE OF WORK: The below was taken from the SOW and intended to provide a general description of this requirement. • The area of operations will be mutually agreed upon by both parties. In general, the area of operations will be located within 45 nautical miles of New Orleans NAS JRB/Callender airfield. The majority of helicopter operations will be conducted no closer than two (2) nautical miles from shore and no further than 10 nautical miles from shore.. • For the purposes of this contract, the normal schedule week will be Monday through Sunday. Typically, events will be scheduled from Monday through Friday between 6:00AM and 11:00PM CST. The schedule will be made available to the contractor by close of business (COB) on Friday of the preceding week. Due to the dynamic nature of scheduling aircraft training events, times and days may be adjusted on a day-to-day basis; the Air Station Scheduler(s) will provide specific times and geographical coordinates for operations a minimum of 24 hours in advance for short notice requests and/or changes. No later than one hour prior to departure for any training event, the contractor will contact the Air Station Command Center, (504) 393-6032/6033, to confirm that the training event is still proceeding as scheduled. The contractor is required to be at the designated area of operations within fifteen (15) minutes of the scheduled time. Typically, the contractor will be required to provide services 2-3 days per week. Additional training periods may be conducted at greater frequency to accommodate surge training requirements on a schedule mutually agreed upon by both parties. Operations will typically be conducted for on-scene periods of two and one half (2.5) hours, extendable hourly by the Coast Guard, not to exceed a total of six (6) hours. The contractor shall be responsible for advising Coast Guard aircrews when the operations are approaching the 2.5 hour mark and, if applicable, the maximum six (6) hour mark. There will be weeks where higher or lower than average underway time is requested depending on aircrew training needs. These fluctuations can often be predicted and will be provided to the contractor for planning purposes if available. In addition, the vessel(s) and crew must also possess the following characteristics regardless of the training evolution: • Be capable of recovering personnel or floating equipment from the water. • Be capable of maintaining at least a 10 knot transit speed for a minimum of 4 hours. • Other Characteristics: The vessel must be capable of easily recovering personnel or floating equipment from the water. Must be capable of maintaining at least 10 knots transit speed for minimum of 3 hours; 15 knots for 3 hours is desired. Must be capable of maintaining of heading of +/- 10 degrees at a speed of between 5-10 knots for a period of 1 hour while operating under a large helicopter producing 90 knots of rotor downwash in varying sea states and winds. • Vessel Equipment: The vessel shall have, at a minimum, all equipment required by law including but not limited to the following: • Fathometer • Radar • VHF-FM multiple frequency capable, 2-way marine radio with specified frequencies/channels (13, 16, 21, 22, 23, 81, 83) and with a minimum range of 20 NM • Cellular phone for secondary communication with the Air Station Command Center • GPS • Long-distance, high-beam searchlight (hand-held or fixed) • A radio headset or equivalent device/technique that would allow the operator to hear radio communications between the aircraft and the vessel while a helicopter is directly overhead • Safety Equipment: The vessel shall be outfitted with a contractor-furnished first aid kit and approved Type III personal flotation devices for crew and passengers. Survival suits shall be provided by the contractor as needed for crew members allowing them to operate on the weather deck/under rotor downwash continuously in cold temperatures. The contractor shall provide helmets, goggles, and hearing/ear protection, for use by crew members during helicopter hoisting operations. Anticipate that static electricity charge from the helicopter will be encountered. The vessel shall demonstrate the means to dissipate electrical charge through grounding wand to the water or to the vessel. The contractor shall operate and maintain the vessel, as well as all equipment and systems, in accordance with the original equipment manufacturers technical manuals and specifications, U.S. Coast Guard regulations, and any applicable federal, state, and local regulations. The contractor shall instruct the Government of any hazards or unsafe conditions as they embark or disembark the vessel(s). The contractor shall report all incidents in which there is any injury to personnel or damage to Government’s property to the COTR and Contracting Officer within two (2) hours of any incident. • Required Docking/Mooring Facilities: The contractor will be responsible for providing docking/mooring facilities for their vessel. The vessel shall be located within a one-hour transit time from the geographical areas of operation. • Vessel Maintenance: The contractor shall operate and maintain the vessel, all equipment and systems in accordance with the original equipment manufacturer's technical manuals and specifications, United States Coast Guard regulations, and any applicable federal, state, and/or local regulations.
