COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors (Tailored for quotes under FAR part 13), evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation number is 70Z02920P8S320700 and issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror” or a derivative of that word appears, it is changed to "quote/quoter” or a derivative of that word. This is a small business set aside, the applicable NAICS is 335312 and small business size standard is 1,250. This solicitation will result in a Firm-Fixed Price Contract awarded to the offeror with the Lowest Price Technically Acceptable. The lowest price quote will be evaluated on technical acceptability. If it is found to be acceptable, an award will be made. If it is not found to be acceptable, the next lowest price will be evaluated. This process will continue until a technically acceptable offer is identified. Offerors must be actively registered in System for Award Management - https://www.sam.gov. USCG MSU Port Arthur has a requirement to purchase: Emergency generator replacement to include: Remove existing Kohler 25KW generator. Install new air-cooled 16KW contractor provided LP gas generator, to include aluminum enclosure, 200 amp service automatic transfer switch, and 5 year commercial warranty. Compete all wiring for new generator and automatic transfer switch. Existing interconnecting wiring is in good condition and can be re-used. Load test installed generator in accordance with manufacturer’s instructions. Test operate generator on-site with building equipment as load to verify functional operation All work will be completed at USCG Tower located on South Gulfway Drive (HWY 87), Port Arthur, TX. Raised platform is approximately 12 feet above ground. Front edge of platform is 20 feet from fence. Generator is 20 feet from front edge of platform. See photos for site configuration. Generator is on raised platform. Ensure bottom of generator is closed to prevent small animal intrusion. Completion of work. Remove and haul away all removed equipment. Verify generator automatically starts and takes load in event of electrical power loss and transfers back to electrical power when power is restored. FAR 52.237-1 -- Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Vendor Questions: We were looking at this job and it calls for a lp gas generator put no signs of lp propane tank anywhere. Need to find If this is correct? Answer: It is replacing the generator and transfer switch.The gas tank and all pipelines for the generator being removed are on site and in good condition.
