This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation WILL NOT be issued. The solicitation number is 70Z02919PPF448000. This combined synopsis constitutes a solicitation and incorporates provisions and clauses in effect through Federal Acquisition Circular 2019. The NAICS code for this solicitation is 611710. The SBA size standard is $14.0. Due to this Acquisition being considered to be a Sole Source Procurement it is not anticipated that the solicitation will receive 2 or more Offers from qualified Small Business Concerns; therefore IAW FAR 19.502-2(a). This IS NOT a Small Business Set Aside. The USCG Sector Corpus Christi intends to purchase on a non-competitive basis by awarding a Firm Fixed Purchase Order Contract to HII Fleet Support Group LLC, formerly known as AMSEC, LLC for 1 week training course on Naval Shipboard Cableway Certification. The proposed contract action resulting from this synopsis/solicitation for commercial services is the Government's intention to solicit and negotiate with only one source under the authority of FAR6.302.1 and 13.106-1(b). Interested persons/parties may identify their interest and capability to respond to the requirements or submit proposals. This notice is not a request for competitive proposals, however will be considered by the Government. Federal Acquisition Regulation (FAR) Clauses for Commercial items are included in this order and are applicable. This request is for a service for USCG Base New Orleans. 1-week training course on Naval Shipboard Cableway Certification for up to 20 persons to be held at USCG Base New Orleans, LA. Course fee includes instructor fees, travel, course materials and transportation. Training is DOD required training as per NAVSEA. Training requested for August 19-23, 2019. The Government will award a contract resulting from this Request for Quote (RFQ) to the responsible offeror whose offer conforming to the RFQ is the Lowest Price Technically Acceptable (LPTA) quote. The lowest price quote will be evaluated on technical acceptability. If it is found to be acceptable, an award will be made. If it is found to be unacceptable, the next lowest price will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated.
