This is a combined synopsis/solicitation for services prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT is issued. The solicitation number is 70Z02920QP32011. This combined synopsis constitutes a solicitation and incorporates provisions and clauses. This acquisition is Small Business Set Aside. The NAICS is 541620. The contract type will be a firm fixed price purchase order. The government proposes to solicit from the attached scope of work. Federal Acquisition Regulation Clauses and the Department of Labor wage rates for service contracts are included in this agreement and are applicable. The Government will award a contract resulting from this Request for Quote (RFQ) to the responsible offeror whose offer conforming to the RFQ is the Lowest Price Technically Acceptable (LPTA) quote. The lowest price quote will be evaluated on technical acceptability. If it is found to be acceptable, an award will be made. If it is found to be unacceptable, the next lowest price will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated. Please Email all quotes to Sterling.T.Davis@uscg.mil For site visit please contact: Sterling Davis (504)253-4519 Provide all professional services necessary to conduct a thorough risk assessment in accordance with EPA and HUD guidelines for four (04) housing units in Union City, TN 38261 for asbestos-containing materials (ACM), lead-based paint (LBP) and radon. The risk assessments must include an on-site investigation to determine the presence, type, severity, and location of LBP, ACM, and Radon hazards (including lead hazards in paint, dust, and soil) and provide suggested ways to control them. The risk assessments shall be legally performed only by a certified risk assessor. The risk assessment shall include the home interior and exterior areas out to the drip line of the home. A separate risk assessment shall similarly assess child play / high traffic areas. All samples will be collected following appropriate methods, documented using a chain of custody, and analyzed by appropriately accredited laboratories in accordance with federal / state requirements and industry standards. The solicitation states CIH or PE certification is not required for this work. It does state all work to be performed by a certified lead and asbestos risk assessor. For each of the three projects advertised (Port Lavaca, Grand Isle, Union City), must the certification be in the state where the work is performed? Would you require a TX certification if the applicable certifications are held in multiple other states? Answer: For Texas, the contractor must be state certified/licensed. If they are certified in another state, the contractor can apply for reciprocity, pay the fee and receive certification to operate in TX. Do you have pictures of the units: Answer: Only blueprints You may be able to provide sample pics from HMIS or Google Maps. Do you have an estimated number of samples?
