This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT is issued. The solicitation number is 70Z02920QP32009. This combined synopsis constitutes a solicitation and incorporates provisions and clauses. This acquisition is Small Business Set Aside. The NAICS is 541620. The contract type will be a firm fixed price purchase order. The government proposes to solicit from the attached scope of work. The Government will award a contract resulting from this Request for Quote (RFQ) to the responsible offeror whose offer conforming to the RFQ is the Lowest Price Technically Acceptable (LPTA) quote. Provide all professional services necessary to conduct a thorough risk assessment in accordance with EPA and HUD guidelines for thirteen (13) housing units in Grand Isle, LA 70358 for asbestos-containing materials (ACM), lead-based paint (LBP) and radon. The risk assessments must include an on-site investigation to determine the presence, type, severity, and location of LBP, ACM, and Radon hazards (including lead hazards in paint, dust, and soil) and provide suggested ways to control them. The risk assessments shall be legally performed only by a certified risk assessor. The risk assessment shall include the home interior and exterior areas out to the drip line of the home. A separate risk assessment shall similarly assess child play / high traffic areas. All samples will be collected following appropriate methods, documented using a chain of custody, and analyzed by appropriately accredited laboratories in accordance with federal / state requirements and industry standards. Grand Isle, LA 70538 Total square footage for all units, roughly 7000sqft Questions and answers: 1. A risk assessment is being requested for the 13 buildings. Do you have any plot plans for each of the buildings? If so, are they available prior to the bid due date via email? Blue prints we have and can send them by email. Are we able to do that? Yes. Per the SOW we can provide the as built to perspective contractors. Recommend keeping a data base of who requested them so we have accountability of who we have provided them to. 2. Are the buildings occupied? If so, the procedure to perform a Radon survey requires that all exterior doors and windows, on all floors, should be closed 12 hours prior to testing and must remain closed during testing (24-hours) or 36 -hours total. With this in mind, no one should come and go from the building during this period with the exception of the survey team. The Radon test kits require that they be placed in areas meant for continuous occupancy except bathrooms and kitchens; therefore, they will need to be placed in the living rooms and bedrooms. How many of these rooms should we assume will be tested in all of the 13 buildings? Are we covered to relocate families during testing? Families are not required to leave the home during testing. Any request for families to vacate by contractor, must be routed through the AHO. Local housing should coordinate with families based on contractor schedule. 3. The aerial shows a playground in the complex across the street, based on the description of the scope, the contractor assumes that this area is not part of the work and the play areas mentioned in the scope are located in the back yards of the buildings? The playground is in the center circle of those homes and not within the SOW to be tested. **If the playground is part of the housing site, it is required to be tested.** 4. The contractor assumes that we will move from one to the next units in a continuous fashion and that multiple consecutive days will be needed to complete the work. During the survey, the contractor will be using a portable XRF and collecting asbestos samples. Can we assume that the building will be unoccupied during testing/sampling?Again, are we covered to relocate members during testing? Families are not required to leave the home during testing. Any request for families to vacate by the contractor, must be routed through the AHO. Local housing should coordinate with families based on contractor schedule. 5. Is the asbestos survey to be destructive or non-destructive sampling? If destructive means to pull a chunk out the wall, I would say destructive. SOW does not dictate style of sampling. Sampling should be in accordance with industry standards. Assessment must be conducted in accordance with EPA and HUD guidelines as stated in the SOW. 6. Are there attics with attic accesses? Yes 7. Are the buildings raised? If so, what is the highest point (need to know what size ladder to bring)? All units are raised. A 12ft ladder should suffice for the outside but will not be enough to get on roof. The walls inside are standard. 8. How many floors is each building and how many rooms per building? All units have areas under house, attic, and main floor. They all have 3 bedrooms, 2 bathrooms, kitchen/dining room, and living room, and hallway. 9. A number of the building look like duplexes. Is this correct? Three are stand alone. The rest are duplexes. 10. Do you want a separate report per building or a single cumulative report for all buildings? Each unit shall have its own report. 11) Do you have any pictures of the units? Only Blueprints. You may be able to provide sample pics from HMIS or Google Maps 12) Do you have an estimated number of samples? Number of samples will be dictated by EPA and HUD guidelines. 13) Are we still able to schedule a site visit? Yes. Site visits must be accompanied by a local housing representative. Requests for site visit must be made via the POC on the SOW. 14. Is radon testing necessary? Radon requires an undisturbed environment 24 hours prior to testing and 24 hours afterwards. 15) Destructive vs. Non-Destructive testing: It may be necessary to break through drywall, roofing, and floor tiles to test pipe chases for asbestos. What condition are the units expected to be in after testing is complete? Is the contractor expected to make repairs or will the units be renovated anyway? 16. Concerns about occupants of the housing units being exposed to radiation from XRF testing. Is this type of testing necessary? 17. The statement of work says 13 units, however Google maps shows 14 buildings. How many units in Grand Isle require testing? 13 or 14?
