This is a combined synopsis/solicitation for services to include: In the performance of this contract, the contractor shall meet the services of providing the USCGC IBIS with labor, materials, and equipment to clean and sanitize Sewage system and fuel tank. Services is to take place from Mar 8 2021 – Mar 21, 2021. Location of Work: USCGC IBIS 100 Macarthur Causeway, Miami Beach, FL 33139 The solicitation number is 70Z028-21-Q-HB15200. Applicable North American Industry Classification Standard (NAICS) codes are: 562998 All other Miscellaneous Waste Management Services Size Standard: $7.0 Mil. This requirement is for a Firm Fixed Price contract. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13 and FAR part 15. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, Best Value. Best value will be determined by past performance, technical evaluation, and cost. Vendor will be required to do both projects when submitting a quote. When submitting your proposals, request a price breakdown of the following: Cost of Labor, Material and Equipment for both projects Contract will be awarded to the vendor who can comply with the SOW and within the timeframe needed by unit. Technical Evaluation, Cost and Past Performance factors will also be considered when selecting the award. Wage determinations: General Decision Number: FL 2015-4543 Dated: DEC 21, 2020 SCOPE OF WORK: Description of Supplies/Services. – Service Contract Project 1: Vendor shall supply all labor and materials to clean and sanitize all applicable CHT black and grey water piping designated by the Quality Assurance Evaluator (QAE). The contractor will also open and clean the 363 gallon black water tank and the 55 gallon grey water tank. The contractor will provide, pumping, collection, and disposal services to clean all applicable grey water and sewage piping as directed by the (QAE). Vendor will sanitize both CHT black and Grey water tanks so they meet the standard of a Marine Chemist certification “Safe for workers and hot work”. Performance period 08 MAR 21 – 21 MAR 21. Cutter will be directed to pump the contents of both tanks OVBD prior to mooring at CG Base Miami Beach. Both Black and Grey Water tanks will have residual amounts of sewage and Grey water in them, below the suction pick up piping. Project 2: The contractor shall furnish trained, qualified personnel and any required special tools or equipment necessary to complete the following clean and inspect the following tank(s) 1: Diesel Fuel 3-9-1-F 1450 Gallons 2: Diesel Fuel 3-9-2-F 1450 Gallon Protective measures. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness. Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the below-listed: Fuel, Piping, Tank access cover the Contractor shall remove up to a total of 1,500 gallons of diesel fuel. Document complete chain of custody record of the removed tank contents from the vessel to the point of final destination or delivery. Submit document to the COR upon completion of work. See attached SOW’s for details.
