The United States Coast Guard C-27J Program requires access to simulator training periods to conduct USCG instructor-provided training. The USCG desires to obtain access to a C-27J simulator with a Contractor-provided simulator operator on a schedule of one 4-hour block per day for 10 days (initial course). CG 9127-1 is seeking eligible vendors to furnish efforts in C-27J flight simulating training for C-27J pilots specified within this document. The Government intends to solicit and negotiate on a sole source basis under the authority of FAR 6.302-1. The Government intends to solicit Leonardo SpA, CAGE A1512, Registered office: Piazza Monte Grappa, 4 – 00195 Roma – Italy for procurement of the following: The Contractor shall provide an operational, full motion, Night Vision Imaging System (NVIS) compatible, C-27J flight training simulator. The simulator shall be capable of visual and instrument flight profiles, freezing flight and ground scenarios on demand, repositioning ships’ position as required, and setting various simulated environmental conditions. 1.The Contractor shall provide a daily operational C-27J simulator block of time lasting four hours in duration per simulator operating period for 10 consecutive workdays for the first session. Expected simulator availability for training is 95% during scheduled contracted time. 2. A determination by the Government not to compete this requirement, on a full and open basis, based upon responses to this notice is solely within the discretion of the Government. The USCG announces its intent to enter into a contract with award on a sole source basis with Leonardo S.p.A. under the authority of 10 U.S.C. 234(c)(1): Only oneResponsible Source and no Other Supplies or Services will Satisfy AgencyRequirements. Respondents are advised that the USCG will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party’s expense. This notice of intent is NOT a request for proposals or quotations.
