Homeland Security Cutter - Light Icebreaker (HSC-L) Solicitation
The U.S. Coast Guard is soliciting offers for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to design, produce, test, and deliver Homeland Security Cutter - Light Icebreaker (HSC-L) vessels and related supplies and services. The acquisition uses a two-phase advisory down-select process, with Phase 2 proposal requirements to be provided in a later solicitation amendment. Recent amendments have replaced trade agreements clauses with Buy American provisions, clarified past performance evaluation, and permit limited revised past performance submissions from Phase I offerors. The government will address technical-information access, data rights, and export controls in the Phase II amendment.
