USCG Response Boat Small Third Generation (RB-S III)
USCG seeks proposals for the RB-S III to design, produce, test, deliver boats, trailers, and related supplies/services under up to four IDIQ contracts, recapitalizing the aging 29-foot RB-S II fleet with logistics, documentation, configuration management, and supply support. The acquisition uses a two-phase competitive down-select: Phase I evaluates written proposals on Mission Effectiveness, Production and Management, and Price, with up to four offerors potentially selected for IDIQ awards and an initial delivery order for one demonstrator boat and trailer. Phase II involves a Government-conducted In-Water Demonstration lasting up to 90 calendar days, evaluating In-Water Demonstration performance while carrying forward Phase I price evaluations, followed by a final best-value tradeoff to select one IDIQ contractor for all subsequent production Delivery Orders. The anticipated IDIQ ordering period is ten years, consisting of a two-year base ordering period and one eight-year option ordering period.
