The purpose of this requirement is to acquire technical and management services for the Coast Guard’s Recreational Boat Testing and Compliance Program (RBTCP). The RBTCP enforces the requirements of 46 USC 43 and 33 CFR Subchapter S. This work consists of: 1. inspecting boats to ensure compliance with applicable requirements at manufacturer facilities, boat shows, boat dealers and other designated locations; 2. testing recreational boats that are less than 20 feet in length for compliance with flotation requirements; and 3. testing associated marine equipment, specialized boats and equipment manufactured for sale in the United States.
