This announcement is being made to support the United States Coast Guard (USCG) Office and has an anticipation to be solicited as full and open competition under GSA (8a) STARS III program in accordance with FAR part 19 procedures. USCG has a requirement that may last for a one base year with four option period(s). This Solicitation is being provided for planning purposes, to small business concerns (SBCs) to become familiar with the requirements for USCG 70Z02324QCVC20001 Solicitation which is published on GSA under the (8)a STARS III program on RFQ1699252. The Solicitation may differ from the Pre-Solicitation posted in GSA.. During the solicitation period vendors that are/are not under the small business (8a) STAR III program may take the opportunity to review the small business (8a) STARS III program requirements. This solicitation is being released under GSA (8a) program STARS III requirements per FAR19.8. OVERVIEW: The purpose of the potiental contract is to obtain data entry, data evaluation, risk analysis, documentation tracking, and regulatory research support required by the U.S. Coast Guard (USCG) Office of Commercial Vessel Compliance, Port State Control Division (CG-CVC-2). The required services are necessary to ensure full implementation of the foreign vessel Port State Control (PSC), Quality Shipping in the Twenty First Century (QUALSHIP 21)/E-Zero, and Large Fleet programs. Additionally, administrative and technical assistance is required to support the daily processing and review of paperwork associated with foreign vessel detention reports, QUALSHIP 21/E-Zero, and the Large Fleet Programs. All requirements pertaiing to the potiential contract will be provided upon release of the solicitation and will be accompanied by a statement of work, sample pricing spreadsheet, questions/clarifications spreadsheet and other supporting documents of requirements.
