The United States Coast Guard intends to award a sole source contract. This non-competitive award is implemented by FAR 13.106-1(b), as it has been deemed that only one source is available to meet this specific requirement. This contract is intended to be awarded as a sole source procurement to Environmental Systems Research Institute, Inc., for the procurement and delivery of software and data licenses under a Foreign Military Case for the countries of Bahamas, Tunisia, Malaysia, and Malta. Refer to the attached Statement of Work for complete requirement details. This notice of intent is not a request for competitive proposals. However, all proposals received by the date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. Interested parties may identify their interest and may submit a quote and capability statement by 11:00 AM EST, 01 March 2024.
