The U.S. Coast Guard, CG-9121-1, intends to issue a sole source contract to Inveris Training Solutions, 296 Brogdon Rd, Suwanee, GA, 30024 under FAR Part 13.5. A justification and approval will be issued under the authority FAR 13.501(a)(1)(ii) and 41 USC 3304(e)(2)(B) use of noncompetitive procedures based on proposed contractor’s qualifications and proprietary rights. The contract will provide an Augmented Reality Weapons System Simulator for US Coast Guard Special Missions Training Center (SMTC) Camp Lejeune, NC. Training is the backbone of a Mission Ready Total Workforce Framework designed to facilitate professional growth. As such, our training system is a true competitive advantage. However, today’s training experiences do not align with the current state or future world that is becoming increasingly virtual and customizable. To maintain our competitive advantage, our legacy training will be transformed. The See, Rehearse, Collectively Experience (SRCE) builds upon SMTC’s organic simulation capability by maximizing training opportunities, modernizes delivery, tailors the learning experience to the member, and helps leverage technology to advance the workforces resilience. The current Weapon Systems Simulator, located at MCB Camp Lejeune NC, has been operating in excess of 17 years. This is the Training Center’s primary weapon system training simulator. On a yearly average, the system is utilized to provide approximately 800 hours of training to 1000 USCG students, staff, and VIP’s. The training center is working to keep pace with its projected growth as more advanced courses are brought to Camp Lejeune, NC. To support the training listed above, SMTC operates three Weapon System Simulators in a linked configuration with one control station. This three-link system is currently operating six weapon systems training simultaneously in either a lanes or marksmanship configuration with each lane being a five-foot-wide display, or a single 40-foot-wide visual scenario when using Computer Generated Imagery (CGI). The weapon systems simulator supports the following weapon systems: For the machine guns we have the MK19, M2, and M240. The smaller weapons include the MK18 or M4, SIG 229 and the M870 Police Model shotgun. SMTC is requesting a weapon systems simulator upgrade that will incorporate augmented reality in a CQB environment. It must include new applications of proven technologies. The following information is provided. If multiple products/technologies are presented by the same entity, the information should be specific to each product/technology. SMTC desires to have ownership in comparison to leasing. The following specifications are required. General Simulator Specifications Shall be utilizing DISA Windows 10 Secure Host Baseline operating system or higher. Shall be customizable towards course requirements. Needs a singular control station running numerous firing stations. The system shall comply with all USCG/DoD records management requirements. Weapon ballistic shall match that of the real weapon. Instructors, students, and technical specialists shall be able to use the system using stand-alone mobile devices, and workstations. Has the ability to scan infrastructure to create a virtual training environment. Has the ability to use CAD type drawings to create a virtual training environment. Has the ability to utilize software for marksmanship, video, and AR feedback. Allow the user to author objects, avatars, and AR courses. Small Arms need to be wireless. Physical/Visual Specifications Multiple students shall be immersed into the same training experience and can use the product/technology at the same time. All simulation hardware shall be functional in climate controlled and hot/humid environments. Enable environmental factors into the program such as rain, wind and time of day. Night Vision Goggle (NVG) mount capable. Capable of maritime scenarios to include gas and oil platforms, ships, and shore facilities. Scenarios inclusive of various habitats from urban areas. Avatars shall utilize AI to react to student commands and counter their actions on objective. Realistic Close Quarters Combat (CQC) and Close Quarter Battle (CQB) scenarios. Scenarios capable of producing threads for judgmental use of force scenarios. Capable of conducting shots with accuracy, taking into consideration environmental conditions. Support optics during simulation training. Modeling and Simulation Current inventory of USCG assets include the MK18, SIG P229, and the M870 Police Model shotgun. The standard ownership weapons enable accurate simulation of weapon appearance, weight, and functional handling in the following circumstances. -Loading procedures- the weapons system must be able to load the weapon. Bolt must be able to retract to the rear and lock for the rifle. The other weapons must be able to function as the weapon it simulates. -Bolt or Slide operation-The bolt or slide must be fully functional like a real weapon. -Unloading procedures- The weapon must be able to retract to the rear and see inside the chamber of the weapon. -Perform 4-point safety checks -Sight manipulation -Set ammunition loads -Ability to be jammed or replicate a malfunction B. SMTC desires to see options to conduct use of force training in accordance with DHS/USCG policy. C. SMTC desires to see options for a simulated maritime use of force training, to conduct CQC training on vessels, buildings, and other simulated platforms to engage targets (hostile and non-hostile) approaching in scenarios. D. SMTC desires to see options to conduct Military Operations on Urbanized Terrain (MOUT) in a simulated environment. E. Development of new scenarios. F. Development of state-of-the-art AI to create high fidelity training environments. Monitoring and Debriefing Simulation software enables playback as a debriefing tool. Standard configuration includes visual ballistic shot analysis for the individual and instructor. Allow instructors to observe students real time in the AR environment or on a monitor for the individual shooters. Allow instructors to monitor students eye acuity, and muzzle awareness during CQC training evolutions. Feedback should be instantaneous, and scenarios should be able to be reset for training within five minutes. Installation and Integration Installation timeline within four months of completed purchase. Simulators and ICSs shall be compatible with one another through future purchases. This sources sought notice is issued solely to determine whether there are any other sources that can support this effort at SMTC. Companies that believe they have the capability to complete the work outlined above must submit a capability statement by 06/29/2023 4:30PM EST, detailing how they would support the Augmented Reality Weapons System Simulator. Companies must explain systems used and timeline to meet the schedule; they must also explain how an otherwise acceptable solution from the set aside company would be price competitive with Inveris Training Solutions. The capability statement shall also include the company’s UEI number, a discussion of any previous experience similar to this requirement and a point of contact in the event the Coast Guard requires additional information. This notice does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Proposals submitted based on this notice will not be accepted. Capability statements received prior to the closing date and time will be considered solely for the purpose of determining whether a competitive procurement is possible.
