This is a combined synopsis/solicitation prepared in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Service and FAR Part 13, Simplified Acquisition Procedures to provide Fiber Reinforced Plastic and Wooden Boat Inspection training support services. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2023-02. This announcement constitutes the only solicitation. The Government intends to award a single award Firm Fixed Price definite quantity contract consisting of one (1) 2-month(s) base period and four (4) 12-month(s) option period. The Government intends to award to the responsible offeror submitting the best value to the Government. It is the Government’s intention to evaluate proposals and award a contract without discussion with vendors. However, the Government reserves the right to conduct discussion if later determined by the Contracting Officer to be necessary. 1. SERVICES REQUIRED The U.S. Coast Guard requests quotes for contractor training support services on a Firm Fixed Price basis in accordance with Attachment (1) - Performance Work Statement. (PWS). Training shall be performed at the contractor’s facility. 2. SPECIFIC REQUIREMENTS The contractor shall provide training and related support services required to conduct five (5) one-week Fiber Reinforced Plastic Inspection Courses and three (3) one-week Wooden boat Inspection courses for up to twenty (20) students per class in accordance with requirements described in Attachment (1) - Performance Work Statement (PWS). Offerors will be evaluated based on Technical Capability, Past Performance and Price in accordance with this solicitation. 3.
