All inquiries shall be in writing. The U.S. Coast Guard (USCG) Acquisition Directorate (CG-9), has a requirement to obtain Business Intelligence Support in accordance with the draft Statement of Work (SOW) attachment. The anticipated NAICS is 541611 – Administrative Management and General Management Consulting Services. Period of Performance: It is anticipated that a Firm Fixed-price contract and/or task order will be awarded with a six (6) month base period and four (4) twelve (12) month option periods beginning August 2023. Place of Performance: The primary place of performance will be USCG Headquarters Building at 2703 Martin Luther King Jr. Ave, SE, Washington, DC 20593-7213 with the ability to perform work off-site as authorized by the Contracting Officer Representative. The USCG has a requirement for Contractor services to develop and implement performance management data sets and measures in support of the Acquisition Directorate’s Strategic Plan and Action Plan goals and objectives utilizing CG-9’s existing BI system known as FMPDR. Specifically, the Acquisition Directorate requires an organic capability to provide a holistic view of the CG-9 performance management data in a single dashboard/portal. The performance management data should be capable of searching and displaying relevant, holistic, and predictive information that will support strategic decisions, which will enable CG-9 to address critical business decisions and align resources with organizational plans. In addition to supporting the goals and objectives of the Acquisition Directorate’s Strategic Plan and Action Plan, CG-9 requires an organic BI capability to implement performance management functions by integrating data from various sources into one portal that displays all measures, metrics and reports. Vendors having the expertise and required capabilities to provide the services described in the attached draft SOW are requested to submit complete information discussing those qualifications by 2:00PM EST, on 28 March 2023 to Ryan.W.Shaughnessy@uscg.mil. In your response you must include a positive statement of your intention to submit a bid for this solicitation as a prime contractor and evidence of providing the services described in the attached SOW through past contracts and/or task orders as a prime contractor. Additionally, the USCG is requesting any industry questions and suggested changes related to the attached SOW. Inquiries or information received after the established deadline may not be considered for this acquisition. Submission of this data for review shall not impede award of this contract as planned. This is a sources sought notice for information and planning purposes only. This does not constitute an Invitation for Bid (IFB) or Request for Proposal (RFP) and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited.
