This is a notice of the Government’s intent to issue a sole source contract award to L3 Harris Technologies for the procurement of AN/APY-11 Multi-Mode Radar ... This is NOT a Request for Proposal (RFP). This is a notice of the Government’s intent to issue a sole source contract award to L3 Harris Technologies for the procurement of AN/APY-11 Multi-Mode Radar systems to support the Minotaur Mission System Suite (MSS+) production for the C-130J aircraft. The AN/APY-11 MMR is used for detecting, ranging, identifying, and classifying sea-going targets and for weather avoidance. The USCG announces its intent to enter into a contract award on a sole source basis with L3 Harris Technologies under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The specific requirements that makes L3 Harris Technologies the only contractor capable of providing the AN/APY-11 MMR is that they are the sole authorized representative in the United States of the original equipment manufacturer, ELTA Systems Ltd. L3 Harris is the only source that possesses the proprietary data rights and methods to ensure the latest design configuration, manufacturing, and quality control required to produce the radars to the latest requirements and specifications for the USCG C-130J in the most cost-effective manner. Respondents are advised that the USCG will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party’s expense. This notice of intent is NOT a request for proposals or quotations.
