The purpose of this requirement is to obtain contractor-provided Maritime Active Shooter/Active Threat Response course to Coast Guard Law Enforcement Officers who may be required to respond to Active Shooter threats in a maritime domain in the exercise of the Ports, Waterways and Coastal Security Mission. 1/27/2022: Previous attchments were unable to be viewed due to technical difficulties. Changes were made to page 1 and Section B of the RFQ. The amended RFQ is posted in the attachments for review. Below are questions and answers regarding the solicitation: Question 1: What location are the courses to be executed at? Answer 1: As per the PWS 1.8: PLACE OF PERFORMANCE. 1.8.1: The primary place of performance shall be provided by the contractor. The location/facility shall provide a maritime ship in a box type or similar environment for training. Question 2: What type of documentation would meet the requirement be approved for federal grant funding for their submitted Maritime Active Shooter Active Threat Responder course? Is it a specific letter or just being registered on the Federal Govt Grant site? Answer 2: FLETA website is where a training organization would apply for FLETA certification at www.fleta.gov. The grant site is https://cops.usdoj.gov/grants Question 3: Was an incumbent contractor performing these services, or is this a brand new contract.
