This pre-solicitation synopsis is an update to the Acquisition Planning Forecast System (APFS) record # P2021052903 and Sources Sought Notice (SSN) # 70Z02321_SSNMaintenance_Support. The United States Coast Guard (USCG) Headquarters (HQ) in Washington, D.C., intends to release a Firm-Fixed-Price (FFP) commercial services solicitation by the end of July 2021 for aircraft maintenance support services. This contract will include the labor categories of Aircraft Mechanic I, Aircraft Mechanic II, and Aviation Life Support Equipment (ALSE) Inspector/Maintainer. The places of performance will be the USCG Air Station Atlantic City (which is expected to require labor from the Aircraft Mechanic I and Aircraft Mechanic II labor categories) and the USCG Aviation Training Center (ATC) in Mobile, Alabama (which is expected to require ALSE Inspector/Maintainer labor). Specifics on the amount of labor will be contained in the forthcoming solicitation. The expected period of the performance of the contract resulting from this solicitation is a nine (9) month base period, with four (12) month option periods, followed by a concluding three (3) month option period, for a total possible period of performance (assuming all options are exercised) of sixty (60) months. Although the contract will be awarded by the USCG HQ, there is no work required in the D.C. area itself. This solicitation will be set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under the North American Industry Classification System (NAICS) code of 488190, “Other Support Activities for Air Transportation”, which has a small business size standard of $35.0M. The solicitation is expected to be released by the end of this month, with quotes due back by mid-August and award made by early/mid-September.
