This is NOT a Request for Proposal (RFP). This is a notice of the Government’s intent to issue a sole source award contract to L-3 Harris Training & Simulation Division (L-3 Harris) for services required to operate and maintain a full motion Operational Flight Trainer (OFT) for the C-27J aircraft located at L-3 Harris facility in Arlington, TX. These services include: the engineering, technical, administrative, training and logistical support necessary to configure, operate, maintain, repair, and upgrade the full motion C-27J OFT. USCG announces its intent to enter into a contract award on a sole source basis with L-3 Harris under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The specific requirements that makes L-3 Harris the only contractor capable of providing services to operate and maintain a Government-owned C-27J OFT. These services will be preceded by the Government’s procurement of a full motion OFT for the C-27J aircraft that is currently fully assembled and operational in a L-3 Harris facility, Arlington, TX Respondents are advised that the USCG will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party’s expense. This notice of intent is NOT a request for proposals or quotations. Information received will be considered solely for the purposes of determining whether conducting a competitive procurement is in the best interest of the Government.
