This is NOT a Request for Proposal (RFP). This is a notice of the Government’s intent to issue a sole source award contract to SATCOM Direct Communications Incorporated for the procurement of one SATCOM SDR Gateway Router for the C-37B aircraft. This procurement is essential to ensure the USCG maintains capabilities to adequately support operational readiness for aircraft stationed at Air Station Washington. The USCG announces its intent to enter into a contract award on a sole source basis with SATCOM Direct Communications Incorporated the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The specific requirements that makes SATCOM Direct Communications Incorporated the only responsible source is that they are the Original Equipment Manufacturer (OEM) of the SDR Router and has not sold the manufacturing, technical data, specifications, or drawing to any other vendor or the US Government. Further, the USCG engineering community has determined the Gulfstream main battery are the only components that satisfies USCG requirements. Respondents are advised that the USCG will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party’s expense. This notice of intent is NOT a request for proposals or quotations. Information received will be considered solely for the purposes of determining whether conducting a competitive procurement is in the best interest of the Government.
