This is NOT a Request for Proposal (RFP). This is a notice of the Government’s intent to issue a sole source contract to Lockheed Martin Corporation (LMCO) for Integrated Test Laboratory (ITL) located at the USCG Maritime Domain Awareness Center (MDAC) in Moorestown, NJ. The purpose of this contract is to obtain computer facilities operations and maintenance services, to include but not limited to operate and maintain the equipment, laboratory space, infrastructure, and network access. The MDAC is vital to the Coast Guard for system development, integration and testing. MDAC C4ISR system equipment is provided by the US Coast Guard as Government Furnished Equipment (GFE) to support a previously awarded C4ISR Engineering Services contract and NSC production contracts requirements. This GFE must be operated and maintained by the system developer and integrator, which is LMCO. The USCG announces its intent to enter into a contract with award on a sole source basis with LMCO under the authority of 10 U.S.C. 234(c)(1): Only one Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. Respondents are advised that the USCG will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party’s expense. This notice of intent is NOT a request for proposals or quotations. Information received will be considered solely for the purposes of determining whether conducting a competitive procurement is in the best interest of the Government.
