This notice constitutes the United States Coast Guard (USCG) intent to award a sole source contract as required under FAR 5.2 Synopses of Proposed Contract Actions. This requirement is to procure up to twenty Cutter Boat Over-the-Horizons, 4th Generation (CB-OTH-IVs) with supporting deliverables such as trailers, training, and logistic support. The CB-OTH-IV is a highly specialized cutter boat, capable of open ocean operations beyond the line of sight of its parent cutter. The CB-OTH-IV is interoperable with a wide range of USCG cutters and has standardized the training, supply support, and cutter boat operations across the USCG’s major cutter fleet. With a configuration that supports multiple launch and recovery systems, the CB-OTH-IV is interoperable with, and deployed on, the National Security Cutter (NSC), the Fast Response Cutter (FRC), Polar Icebreakers (WAGB), and Medium Endurance Cutters (WMEC). The CB-OTH-IV is the most interoperable cutter boat in the USCG, and represents the largest cutter boat fleet size with 114 in inventory. This is a follow-on procurement; the supplies and services anticipated for this requirement have been previously acquired through contract HSCG23-11-D-ACB014. The CB-OTH-IV was purchased competitively to deliver up to one-hundred and fourteen (114) CB?OTH?IVs. The CB-OTH-IV program was established to provide over-the-horizon (OTH) cutter boat capability for the NSC fleet, with an intent to also meet the needs of the FRC program, and to recapitalize existing older generation cutter boats with a modern, standardized cutter boat. The CB?OTH?IV was purchased with an advertised service life of 7 years, with initial deliveries taking place in February of 2013. The USCG intends to award on a sole source basis an Indefinite Delivery Indefinite Quantity (IDIQ) contract to Safe Boats International (SBI), L.L.C. 8800 Barney White Rd., Bremerton, WA 98312-4921, for delivery of up to twenty CB?OTH?IVs, with an anticipated award date of December 21, 2020. Pursuing other than a sole source award would cause the USCG to incur substantial duplication of cost that is not expected to be recovered through competition and experience unacceptable delays in fulfilling the agency’s requirement. The USCG estimates to complete the testing required to place a boat other than the CB-OTH-IV in service would result in a duplicated cost of approximately $4 million and would not meet the need for the next delivery of a CB-OTH in July 2021. Competing this procurement would require testing on multiple USCG cutters that would create unacceptable delays extending beyond the July 2021 need. This is not a request for competitive proposals. This notice is for informational purposes only. As required by FAR 5.207 (c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the USCG not to compete this action rests solely with the discretion of the Contracting Officer.
