This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). This opportunity is 100% small business set aside. North American Industry Classification System (NAICS): 333112 Product Service Code (PSC): 2410 The value of this procurement is expected to be below the Simplified Acquisition Threshold. 1: Description of requirement: The United States Coast Guard (USCG) Research and Development Center (RDC) has a requirement to procure a single Remote-controlled slope mower and trailer be assessed during a research, development, test and evaluation effort (RDT&E). The Remote-controlled controlled slope mower will be used by Coast Guard Crews to clear brush and heavy vegetation around shore based navigation aids, reducing risk of crew exposure to poisonous plants and snake bites. Operating a slope mower remotely will allow for faster brush clearing while keeping crew safe outside of the area being cleared. The RDC will evaluate the product to help the USCG assess the technology for potential operational use. Description -specifications: This RFQ is issued as Name Brand or Equal to for: CLIN: 0001: One (1) Green Climber LV600 slope mower (remote controlled machine with tracks and extendable 51" to 61" undercarriage, hydraulic side shifting of accessory +/- 16", Kohler KDI1903 TCR Liquid Cooled 3 cylinder Diesel Engine 56hp & 225Nm, with High profile tracks, standard on all machines). Also to include “Protection package”, backing plate to protect the motor. To include standard factory warranty of one year from date of delivery with an additional two years of warranty on the engine. CLIN: 0002: One (1) UT125F: Green Climber Forestry Flail attachment with forestry rotor and hammers, with hydraulic motor, and fast coupling hydraulic line, compatible with Green Climber LV600 slope mower. To include a 1 year warranty. CLIN: 0003 One (1) Enclosed 7x14 trailer suitable for highway use, capable of transporting the Green Climber LV600 slope mower and UT125F: Flail Mower attachment. To include a 1 year warranty. 2: Delivery Terms Delivery shall be within 30 days delivery of receipt of purchase order. FOB: Destination Location of Delivery: USCGC Cheyenne 100 Arsenal St. St. Louis, MO 63118-3303 USCG POC information will be provided on the purchase order. 3: Quotation Instructions The offeror’s initial quotation shall contain the offeror’s best terms from the standpoint of price. The Government intends to evaluate offers and award a Firm Fixed Price Purchase Order without discussions. The offeror’s quotation shall specify the Total Firm Fixed Price in accordance with the specifications above, FOB Destination. The Government intends to make an award based on the initial quotations but reserves the right to conduct discussions. Award will be made to the responsible offeror whose quotation conforms to all solicitation requirements, such as delivery, terms and conditions, representations and certifications, technical specifications, and also provides the best value to the Government. 5: SAM Registration / Offeror Representations and Certifications Prospective Offerors must be registered in the SAM database prior to award.
