Attached to this notice is the second amendment to the request for quote (RFQ) # 70Z02321Q5PT39900. This amendment includes an updated questions-and-answers matrix, including the two (2) additional questions received since the posting of the original Q+A matrix. The new questions-and-answers are # 17 and # 18. Both questions apply to RFQ Section L-10, “Quote Volume Content Instructions”, and the RFQ has been revised to clarify that three (3) volumes are required for each quote and the terminology between “cover letter” and “cover page” has been unified in favor of “cover letter”, as well as noting that a table of contents in the technical volume does not count toward the technical volume page limit. All Amendment 2 revisions – like the Amendment 1 revisions – are [in brackets] in the solicitation. There were no changes made to the RFQ attachments, such as the PWS or the pricing spreadsheet. Per RFP Section L-7, “Questions”, the questions window closed on August 10, 2021, at 12:00 Noon Eastern Time (ET). While the Q+A period of this solicitation is still open, the United States Coast Guard (USCG) wanted to post this information now to assist vendors in preparing their quotes. Please note that the text [in brackets] in the solicitation and its attachments shows what has been added. Please also note that the solicitation’s attachment B, the CLIN and pricing spreadsheet, has not been changed. END OF AMENDMENT A00001 The United States Coast Guard (USCG) has a requirement for contractor support to obtain Aircraft/Aviation Life Support (ALSE) Maintenance & Support for scheduled and unscheduled aircraft maintenance, repair and maintenance of aircraft systems and sub-systems, flight inspections, and ALSE repair. The contractor shall perform this work in accordance with the Performance Work Statement (PWS) provided as Attachment A and the work shall take place at the USCG Air Station Atlantic City (ASAC) and the Aviation Training Center (ATC) Mobile. This solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under the North American Industry Classification System (NAICS) code of 488190, “Other Support Activities for Air Transportation”, which has a small business size standard of $35.0M.
