The United States Coast Guard (USCG) is seeking information from potential offerors interested in and capable of manufacturing and delivering the Third Generation, Cutter Boat Long Range Interceptor (CB-LRI III) that will deploy from USCG National Security Cutters. The CB LRI-III is a multi-mission boat capable of being deployed from a National Security Cutter at sea anywhere in the world, for day and night operations in varying sea and weather conditions. The CB LRI-III will support multiple mission areas including: Ports, Waterways and Coastal Security; Search and Rescue; Drug Interdiction; Alien Migrant Interdiction Operations; Living Marine Resources; Other Law Enforcement; and Defense Readiness missions. The planned acquisition strategy is a source selection based on evaluation of written proposals. The selected vendor will be awarded an IDIQ contract for up to fifteen (15) boats over an expected five (5) year period of performance. The Coast Guard has completed a draft specification and is seeking industry input. Any comments identifying conflicts, lack of clarity, or restrictive requirements that limit the ability to propose the best possible boat are welcomed. Proposed changes with justification will be reviewed for potential incorporation. Particular sections the USCG is seeking input on include: Operations in northern latitudes have resulted in freezing of boat water systems, while boats are stored in their cradles or at launching, when a boat that has been stored at temperatures well below freezing contacts near freezing sea water. Do the requirements of section 051 convey this adequately? Are there other requirements that should be added to ensure this addressed either through the use of a cold weather kit or permanently installed system protection? Section 070-2.1.5 Trailered Height – The maintenance facility for the LRI in Alameda, CA has a door height of just under 12 feet. Is a requirement that the boat be configurable to fit under this door height, when loaded on its trailer, achievable without unacceptable impact to other performance characteristics? With a fully enclosed cabin, are the arrangement requirements of section 070-3 achievable? The stability and buoyancy requirements of section 079 are based on 46 CFR section 28. Are these achievable without negatively impacting the normal performance and ride quality characteristics associated with a similar sized boat? Are there any potential unintended consequences of these requirements that the USCG should be aware of? The logistics conference in section 080-1 is an opportunity to discuss the requirements of sections 080-098. To be effective, it must be held after you have become familiar with the requirements, and before you have completed significant work to meet the requirements. When is the best time to hold this conference after award? The heating and ventilation and air conditioning requirements of Sections 510-512 are intended to provide an improved environment for crew rest and recovery, and not necessarily to reach a specific temperature. The heating must provide window defrost capability either from an HVAC unit or through waste heat from the engine. Reliance should not be placed on the HVAC to maintain comfort in the cabin – other means of ventilation, windows that open, vents, and fans should be provided as an option to HVAC. Do the requirements, in the specification, convey this as written? Water intrusion is consistently the cause of majority of the USCG’s boat failures. Engine or other hatch leakage, electrical connections, electronics sealing, control system corrosion are all common failure modes. Weather proofing requirements have been included throughout the specification to address this. Are there other requirements that should be included to minimize the potential for water intrusion failures, so the costs will be fairly captured and included in your pricing proposal?
