The United States Coast Guard, Office of Contract Operations is conducting market research to identify potential sources to perform the requirements described herein. See attached DRAFT Performance Work Statement (PWS) for details. The current Task Order is scheduled to expire on September 29, 2021. The government anticipates issuing a solicitation in July 2021. United States Coast Guard seeks to assess vendor options to provide upgrades, maintenance, technical support and configuration of the Law Manager application with additional functionality needed to solve reporting requirements, fixing bugs or assistance by deploying new releases of the application, minor configuration changes, such as adding and/or removing fields, re-labeling existing fields, or enhancing functionality as the application evolves. The Law Manager application is currently installed at all Coast Guard Legal offices nationwide. This case management software is critical to the daily operations of the legal offices. Currently, Law Manager, Inc is the only source that provides the upgrades and the required support. The existing software is proprietary and only Law Manager, Inc. may make any modifications to the software. This is not a solicitation announcement. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The Government will use responses to this Sources Sought Notice to make appropriate acquisition decisions. The resultant contract is anticipated to be a contract with a twelve (12) month base period and four (4) twelve (12) month option periods. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements in response to the Source Sought Notice or comments submitted in response to the RFI. Should your firm decline to submit information in response to this RFI, USCG requests your firm submit an explanation with three (3) business days of the release of this RFI.
