Sources Sought Notice: Storage of USCG 87' “Marine Protector Class” Patrol Boats (CPB) Request for Information Disclaimer This Sources Sought Notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, quotes as a result of this synopsis. The Government will not pay for any effort expended or any material provided in response to this announcement or any follow up information requests, nor will the Government return any data provided. This is not a Request for Quotation (RFQ) or a promise to issue an RFQ and this information is subject to modification and in no way binds the Government to award a contract. Pursuant to FAR Part 10 (Market Research), the purposes of this notice is to: (1) determine if sources capable of satisfying the agency’s requirements exist, (2) ascertain potential market capacity, (3) determine the commercial practices of companies engaged in providing the needed service or supply, and (4) determine the small business status for small business programs. Purpose/Scope of Work This notice is issued by the U.S. Headquarters, Foreign Military Sales Formal Contracts Division (CG-9123-3). Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to identify sources capable of providing secure dry storage of two (2) decommissioned USCG 87' “Marine Protector Class” Patrol Boats (CPB), with the following requirements: Location: Honolulu Hawaii Anticipated Period of Performance: End of June 2021 through September 2021 with option for extension. Transportation: Vessels will need to be towed from USCG Base Honolulu (Sand Island) to storage location in preparation for heavy lift transportation. Work Items: The vendor will be required to: Drain all Fluids Clean Tanks Flush salt water piping systems with fresh water Provide 110V electrical service Provide dehumidification to interior spaces (can use portable units) NAICS Code/Size Standard: The applicable NAICS Code is 336611, Ship Building and Repairing and the size standard is 1,250 employees. The Contractor shall furnish all necessary facilities, labor, materials, services, equipment, supplies, power, accessories, special tools, consumables and other things necessary to perform the work required. Cutter Principal Characteristics LOA: 26.5 meters (87 feet) Length at Waterline:24.87 meters (80 feet 10 inches) Beam Molded: 5.92 meters (19 feet 4 inches) Maximum Draft:1.74 meters (5 feet 8 inches) Main Engines:(2) MTU 8V 396 TE94 Reduction Gears:(2) ZF BW 255 Generators:(2) Man DO 824 LF01 Stamford Newage Fuel Capacity:10.6 cubic meters (approximately 2,500 gallons) Potable Water:1500 L (approximately 400 gallons) Gray Water Holding:200 L (approximately 55 gallons) Sewage Holding:1500 L (approximately 400 gallons) 3. Objectives of the Sources Sought Notice The USCG is seeking the following information: Identify level of interest and obtain a list of available vendors. Obtain a Rough Order of Magnitude Estimate (ROM estimate). 4. Notes to Responders All information received in response to this RFI marked “Proprietary” will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI and the USCG will not pay for information received. There is no commitment by the Government to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. 5. Response Criteria Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriated for this requirement. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time no solicitation exists; therefore, Do Not Request a Copy of the Solicitation. After a review of the responses received, a solicitation may be published on Beta.Sam.Gov website. It is the potential offeror's responsibility to monitor Beta.Sam.Gov for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. Please be advised that all submissions become Government property and will not be returned. Not responding to this request does not preclude participation in any further RFP, if any is issued. In accordance with FAR 15.201 (e) (Exchanges with Industry Before Proposals), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Pursuant to FAR Part 6 (Competition Requirements) and FAR Part 19 (Small Business Programs), competition and set-aside decisions may be based on the results of market research. This notice in no way obligates the Government to any further action.
