The U.S. Coast Guard (USCG) is seeking additional industry input on the achievability of Coast Guard requirements for the third generation Long Range Interceptor Cutter Boat (CB-LRI III). Responses to this request will be used to refine the requirements for the CB-LRI III, and influence the specification. The CB-LRI III will be a standard configuration boat deployed from the National Security Cutter via a stern notch launch and recovery system. It must be operable and survivable through sea states reaching a 13.1 foot significant wave height. Section A: Configuration Attachment 1 provides the envisioned layout for the CB-LRI III, consistent with the successful LRI-II configuration in use since early 2013. The significant features sought in the CB-LRI III include: A maximum full load weight of 22,500 lbs. (fully outfitted, full fuel/fluids, and 12 people on board) A working area near the bow to support loading, transfer and unloading of cargo that provides protection from the elements and falls (working deck with bulwark or other protection that reaches knee level or higher). The blind spot over the bow is no greater than two boat lengths with the boat at rest in calm water. A fully or semi-enclosed cabin with shock mitigating seating for 6 crew members. Designated seating for an additional six crew members on the aft deck. A walk around cabin that allows the crew to transit forward and aft with fall protection is preferred (bulwark that reaches knee level or higher). A dual waterjet propulsion system. A HVAC system capable of providing heating and cooling. The ability to interface with the stern launch/recovery ramp on the National Security Cutter (a preliminary interface drawing is included as Attachment 2) including a bow capture horn. Section B: Performance Top Speed (SS 1): 38 (threshold) / 42 (objective) knots Mid-State Speed (SS 3): 25 (threshold) / 32 (objective) knots Survivability: Prevent capsizing and remain afloat through SS5 (13.1 ft.). Deployability: Be launched, operated and recovered, through mid-SS5 (11 ft.). Range: 150 nautical miles (with 10% fuel reserve) Section C: Technical The following technical design standards are envisioned: ISO12217-1: 2015 Category B Option 3 for stability and buoyancy; ISO 12215-5: 2019, including Annex J, Category A (“Heavy duty workboats”) for structure with additional reinforcement (if needed) for notch recovery impacts (vertical accelerations of 0.5G, combined with longitudinal or transverse accelerations of 0.25G); and ISO 11812: 2001, Provide a quick draining cockpit meeting the requirements of Category B, with the exception of increased drainage to meet the Category A maximum acceptable draining time (Table 3). Respondents are encouraged to address the following questions. Feel free to provide any additional comments, questions and/or recommendations. Do you manufacture a standard boat similar in configuration to the proposed CB-LRI III that meets the Configuration, Performance, and Technical Design Standard stated above? If yes, please provide make/model information, with a specification sheet or other document that identifies the principal characteristics. If you do not currently have a boat that meets the proposed requirements, are there any particular elements of the Technical Design Standards (Section C) that, if they were modified, would make your boat meet the proposed requirement? Is it reasonable to expect delivery of a boat meeting these proposed requirements within nine months of contract award? Recognize award could be followed by 1-2 months of post award activity that may delay start of production, depending on the details of the proposals. Are there alternative, equivalent Technical Design Standards the Coast Guard should consider? What technical design standards do you typically build to? Do you have concerns with installing HVAC (heating and cooling) on a boat of this size in terms of impacting other design considerations (power, weight, max speed etc.)? Are both air and water cooled systems feasible? What do you feel is an achievable maximum calm water speed for a CB-LRI III meeting the proposed requirements? The USCG will use support contractors to assist with the USCG's review of the information submitted. If, in your response, you are submitting proprietary data, contact the Contracting Officer ahead of the response date if you wish to enter into a nondisclosure agreement (NDA) with the USCG's support contractors.
