This requirement is unrestricted and only qualified sellers may submit bids. The DHS USCG CG-912 requires the following items, Meet or Exceed, to the following: LI 001: The objective of this project is to review the criteria that are currently used to select steel grades used in ships designed for low temperature operations, and develop a lab test protocol for testing steels that could improve the selection criteria. The potential benefits include reduced construction and in-service repairs & maintenance costs, and a better understanding of actual safety levels. This project does not include actual lab testing. The intent is that the protocol developed here may be used in a future solicitation, when the Committee has a better idea of the scope and cost of a test program conducted under the protocol., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS USCG CG-912 is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.
