In accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, “Synopses of Proposed Contract Actions”, this is a pre-solicitation notice of a proposed contract action and a notice of an intent to sole-source the solicitation and award. The United States Coast Guard (USCG) intends to issue a sole-source solicitation and contract to Rockwell Collins, Inc. (RCI) under the authority of FAR Subpart 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements” (10 United States Code 2304(c)(1)). The requirement tied to this solicitation and contract is for the procurement, production, and delivery, of Common Avionics Architecture System (CAAS) components, Very High Frequency Omnidirectional Range (VOR) / Airborne Radio Navigation (ARN) radios and mounts, and Automatic Flight Control System (AFCS) components. This includes hardware/software upgrades that will improve capabilities and extend the service life of the CAAS and AFCS components. The CAAS components, VOR radios and mounts, and AFCS components are Original Equipment Manufacturer (OEM) products from RCI. Per FAR Subpart 6.305, “Availability of Information”, USCG will publish the sole-source justification for other than full and open competition (JOFOC) within fourteen (14) days after contract award. USCG expects to issue the formal solicitation to RCI in the 3rd quarter of Fiscal Year 2020. The solicitation number will be 70Z02320RAHH01500. RCI shall submit its proposal in the 4th quarter of Fiscal Year 2020. USCG expects to make award by the 4th quarter of Fiscal Year 2020. USCG anticipates awarding a four (4) year Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract, under which USCG can place delivery orders. USCG expects the IDIQ ceiling to be $45 million. The anticipated contract type under the IDIQ contract will be Commercial Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs). The set-aside status will be unrestricted. The North American Industry Classification System (NAICS) code is 334511, “- Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing”, with a small business size standard of 1,250 employees. The relevant Product Service Code is 1680, “MISCELLANEOUS AIRCRAFT ACCESSORIES AND COMPONENTS.” The place of performance will primarily be RCI’s facilities. The anticipated delivery location is the USCG Aviation Logistics Center (ALC), in the receiving section of Building 63, in Elizabeth City, North Carolina, 27909-5001.
