This Request for Information (RFI) is for planning purposes only and does not constitute an Invitation for Bid, Request for Proposal, Request for Quote or Solicitation nor an indication that the Government will contract for the items or solutions being requested in this RFI. The Government shall not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal. The objective of this sources sought is to identify solutions for a comprehensive informational technology application that automates business processes associated with the credentialing of merchant mariners performed by the United States Coast Guard (USCG). This application would serve to combine functions and capabilities of the existing Merchant Mariners Licensing & Documentation (MMLD) system and to include all hardware, software, system operation & maintenance, and support for such a system (or system of systems) for the USCG as a component of the Department of Homeland Security (DHS). The USCG may consider transitioning from the current legacy applications to a comprehensive internet-based IT system that meets the mission needs of the Mariner Credentialing Program (MCP).
