Provide a Communication Management System (CMS) to include: a Red (classified) Switching System, a Black (unclassified) Switching System, Common End-User Terminals (CEUTs), and Communication Management Software for the U.S. Coast Guard (USCG) Polar Security Cutter (PSC) Program. Together they provide point-to-point connections for information flow between radios, modems, cryptographic, classified communication capable user terminals, recording devices and Internal Voice Network (IVN) equipment. The CMS also provides management of Exterior Communication System (XCS) radios. As stated in the Questions and Answers, some solicitation attachments (e.g., Attachment A - Statement of Work) will be revised. However, no revised documents are provided with Amendment 0001. More Questions and Answers and revised solicitation attachments will be provided in a subsequent amendment. # # # # # # # # # # Amendment 0002 revises the Request for Proposals (changes are highlighted in yellow). The most significant revision is changing the basis for award from Lowest-Price Technically-Acceptable to Best-Value Trade-Off Analyis (see page 19). Amendment 0002 also revises Attachment D – CDRL List and Attachment E – GFI Schedule (changes are in red text); and provides additional questions and answers. There are still more questions pending; more answers will be posted at at later date. The United States Coast Guard (USCG) intends to issue a competitive solicitation for a Communication Management System (CMS) for the Polar Security Cutter. This solicitation will not be set aside for small businesses. The CMS is a system that consolidates and centralizes multiple radio communication suites into one common user interface. Together, the components of the CMS provide point-to-point connections for information flow between radios, modems, cryptographic equipment, voice/data processors, classified communication capable user terminals, recording devices and Internal Voice Network (IVN) equipment. The estimated dollar value is $10-20 Million. This notice does not constitute a Request for Proposal (RFP), or a promise to issue a RFP in the future. Proposals submitted based on this notice will not be accepted.
