The United States Coast Guard (USCG) greatly appreciates your company's interest. The request for proposal (RFP) 70Z02320RACB00700 is attached. Amendment A00001, dated 09/11/2020. The purpose of this amendment is to: (1) Publish answers to submitted questions (Attachment 8 - Questions or Clarifications Form); (2) Modify Attachment 1 - Specification in response to questions (changes are highlighted); (3) Modify Attachment 3 - CB-OTH_V_Pricing_Worksheet in response to a question; (4) Add Attachment 9 - Davit Falls Pictures; and (5) Add Attachment 10 - CG_Lineweight.zip All changed documents are attached. Amendment A00002, dated 10/01/2020. This amendment is to clarify CLIN X007 of Attachment 3 and Section 2 - Slow-Speed Maneuverability of Attachment 7 of the solicitation. Also, this amendment extends the response due date to October 15, 2020 at 12:00pm (noon) Eastern Standard Time (EST). 1. Change to Attachment 3 - Pricing Worksheet, CLIN X007. In CLIN X007AA, Engine has been changed to Engine & Marine Reverse/Reduction Gear (set). The engine price shall include the transmission/reverse/reduction gear. In CIN X007AB, the pricing worksheet has been updated replacing "outdrive" with "waterjet". 2. Change Attachment 7 - Solicitation Provisions. The Slow-Speed maneuverabiity section has been changed; the changed narrative is highlighted. All changed documents are attached.

The U.S. Coast Guard (USCG) has a requirement to provide up to 197 Cutter Boat Over-The-Horizon V’s (CB-OTH V) that will deploy from USCG parent cutters (ships) such as the National Security Cutters, ... The U.S. Coast Guard (USCG) has a requirement to provide up to 197 Cutter Boat Over-The-Horizon V’s (CB-OTH V) that will deploy from USCG parent cutters (ships) such as the National Security Cutters, Offshore Patrol Cutters, Polar Security Cutters, Medium Endurance Cutters, and Fast Response Cutters. The CB-OTH V is a multi-mission asset supporting: Search and Rescue, Drug Interdiction, Alien Migrant Interdiction Operations, Living Marine Resource, Other Law Enforcement, and Defense Readiness. Parent cutters may employ the CB-OTH V throughout a spectrum of climates, weather conditions, sea states, and in both day and night environments. This requirement will be conducted under the following U.S. Code provisions, listed in descending order of precedence, regarding the requirement to build boats for the Government within the United States: (a) 14 USC § 665 - Restriction on Construction of Vessels in Foreign Shipyards and (b) 10 USC § 7309 - Construction of Vessels in Foreign Shipyards: Prohibition. The Government anticipates conducting a two-phase evaluation process. In Phase One, the Government will evaluate written proposals and up to four IDIQ contracts will be awarded based on the proposals deemed to be the most advantageous to the Government. During Phase Two, the Government will conduct an in-water demonstration of accepted boats ordered from the initial awardees. This in-water demonstration will result in a report which will be used to validate or update the Phase One evaluation. The final Technical Evaluation will be used in a trade-off analysis resulting in selection of a single contractor as the best value to the Government. Although the Government intends to award up to four contracts, this is not considered a multiple-award procurement in accordance with FAR 16.505(b) as the Government intends to down select to a single contract. Therefore, the fair opportunity rule does not apply. The contract will have a five year base ordering period with one five year optional ordering period (ten years total). The RFP is expected to be released in May or June 2020 via https://beta.sam.gov/. Hard copies of the solicitation and specification will not be issued.
