USCG BPA order is a follow-on requirement for the Contractor to continue to assist the Assistant Commandant for Human Resources (CG-1) in developing recommendations and implementing those recommendations to improve efficiencies within the Pay & Administration Offices (P&A) and Servicing Personnel Office (SPO)s. Additionally, the Contractor will assist in establishing the cognizant technical authority roles and responsibilities and develop business process descriptions, performance standards and measurements, process documentation, implementation plans, and change management strategies for adjustments in structure or unit/office responsibilities. In addition, the Contractor will develop a transition plan so that another entity will be able to continue the duties currently underway with little historical and contextual knowledge in a competitively awarded two year task order.
