* * * * * * * * * * The United States Coast Guard (USCG) intends to acquire on a competitive basis, technical and management services for the Recreational Boat Testing and Compliance Program (RBTCP) on behalf of the Office of Boating Safety Division and Product Assurance Branch. This requirement is for the contractor to test recreational boats (less than 20 ft. in length), associated marine equipment, and specialized boats and equipment manufactured for sale in the United States. The contractor will also conduct compliance inspections at factories, retailers, and boat shows. The procurement will be set-aside 100% for 8(a) small businesses. The period of performance is a base period of one (1) year with four (4) one-year option periods. The primary place of performance will the contractor's facility located within 75 miles of USCG Headquarters at 2703 Martin Luther King Jr., Ave, Washington, DC 20593. The North American Industrial Classification System (NAICS) code for this synopses is 541330 - Engineering Services, Size Standard $15M, and Product Service Code H220 - Equipment and Materials Testing Services/Ship and Marine Equipment. The Government intends to solicit offerors for this requirement. This procurement is a commercial service acquisition in accordance with FAR Part 12, FAR Part 15 and FAR Part 19. Written proposals only will be evaluated in awarding a contract. The award of a firm-fixed price contract is anticipated. Interested persons may identify their interest and capability to respond to the requirement. This synopsis is not a request for competitive offers. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice.
