This is NOT a Request for Proposal (RFP). This is a notice of the Government's intent to issue a sole source award contract to L-3 Arlington Training Center (LATC) for services required for USCG to access and train on a Government-Owned full motion Operational Flight Trainer (OFT) for the C-27J aircraft and the full motion C-27J OFT facility both co-located at L-3 Arlington Training Center facility located in Arlington, TX. These services include: access and storage of the Government-owned C-27J OFT as well as basic Contractor Logistical Support (CLS) to provide orientation and simulator operations training to the USCG C-27J Standardization Team. The USCG announces its intent to enter into a contract award on a sole source basis with L-3 under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The specific requirements that makes L-3 the only contractor capable of providing services to operate and maintain a Government-owned C-27J OFT that is currently fully assembled and operational in a L-3 Arlington Training Center facility, Arlington, TX. Respondents are advised that the USCG will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. This notice of intent is NOT a request for proposals or quotations. Information received will be considered solely for the purposes of determining whether conducting a competitive procurement is in the best interest of the Government.
