The U.S. Coast Guard (USCG) invites your company to submit a quote to meet the requirements of the attached scope of work. This is a combined synopsis/solicitation whereby the USCG intends to award a Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This is a full and open competition under NAICS code 334519. Small businesses are still encouraged to participate in this competition. The purpose of this competitive combined synopsis/solicitation is to establish an IDIQ Contract with a Contractor to provide combined SVP buoy manufacturing and data services. The CLIN structure anticipated for this award is as follows: See Attachment I RFQ Letter The minimum quantity for this IDIQ is as follows and an initial order will be awarded at the same time as the IDIQ is awarded with the following items: One (1) CLIN 00001 Surface Velocity Program (SVP) drifting buoy with 15 Meter underwater drogue to include all packaging and shipping in accordance with attached Statement of Work. Four (4) CLIN 00002 Surface Velocity Program (SVP) drifting buoy with 50 Meter underwater drogue to include all packaging and shipping in accordance with attached Statement of Work. Four (4) CLIN 00003 Wooden Aerial Deployment Crate to include all packaging and shipping in accordance with attached Statement of Work. Five (5) CLIN 00004 Data package for above listed SVP buoys in accordance with the attached Statement of Work. QUOTATION CONTENTS: Offerors shall propose a firm fixed price pricing structure substantially similar to the one above. Pricing for shipping products shall be included in the unit prices and shipping shall not have a separate CLIN. Offerors shall also include an attachment to the quote detailing the technical items and services being proposed. This technical quote can be technical information, technical compliance information, and/or any other data relevant to the items. Enough information must be presented so that the USCG can do a technical analysis. Offerors that do not provide all of the requested information may not be eligible for award. NOTE: Unsuccessful offeror letters shall not be provided as a result of this competition unless the Offeror specifically requests one at the time that proposals are submitted. Otherwise, no unsuccessful award notices shall be provided. BASIS FOR AWARD: This is a lowest priced technically acceptable competition. Award of the IDIQ and initial order will be dependent on the Government determining contractor to be responsible, the quotation to be technically acceptable, and the price to be fair and reasonable. The Government shall select the lowest priced offeror and evaluate that for technical acceptability. If it is found to be technically acceptable no other offers shall be evaluated. If the lowest-priced offer is found to be technically unacceptable, the Government shall evaluate the second-lowest priced offer. Etc. In this way it is possible that not all quotes submitted shall be evaluated. Technical acceptability is defined as providing the specific products being request. In addition, technical acceptability will include an examination of the products/services being offered to ensure they comply with all sections of the statement of work, including Sections 2.0 through 2.3.11. Offerors shall provide enough technical information for the Government to be able to examine the items and services being quoted and make an informed technical evaluation. Those that do not provide enough technical information may not be eligible for award, at the discretion of the USCG. In order to be considered acceptable, your company must be listed in the System for Award Management (www.sam.gov). Those who provide quotes but are not listed in the System for Award Management shall be considered technically unacceptable and not eligible for award. Please provide your DUNS number in your quote so the Government can confirm your entry in the System for Award Management (as well as other systems [if used, as this shall be optional by the discretion of the Government] such as CPARS to check responsibility). If your company cannot be determined to be responsible then you may not be eligible for award. The US Coast Guard reserves the right to request Other Than Cost or Pricing Data, if deemed necessary. This RFQ shall not be considered direction to proceed with the subject effort, nor a promise of future direction to proceed. In the case of this RFQ being canceled, quote submission costs shall not be reimbursed under any circumstances. The USCG reserves the right to enter into discussions/clarifications with some offerors, no offerors, or all offerors, based upon its discretion and the information provided by the offerors in their technical and pricing quotes. Quotes shall be emailed to James.J.Obrien@uscg.mil with a CC to the Contracting Officer at James.R.Robinson@uscg.mil This RFQ does not represent authorization to proceed with the subject effort nor is this RFQ a promise of future direction to proceed. Offerors are solely responsible for the RFQ's submission costs, even if this solicitation is canceled.
